Forming the
Dubai Committee for the Development
of the Film Sector[1]

We, Ahmed bin Mohammed bin Rashid Al
Maktoum, Second Deputy Ruler of Dubai, Chairman of the Dubai Media Council,
After perusal of:
Federal Law by Decree No. (55) of 2023 Regulating Media and
its Implementing Bylaw;
Law No. (5) of 2022 Establishing the Dubai Media Council;
and
Decree No. (66) of 2024 Designating the Competent Authority
in the Emirate of Dubai for the Purpose of Implementing Federal Law by Decree
No. (55) of 2023 Regulating Media,
Do
hereby issue this Resolution.
The
following words and expressions, wherever mentioned in this Resolution, will
have the meaning indicated opposite each of them unless the context implies
otherwise:

this Resolution. |

a.
Pursuant
to this Resolution, a permanent sub-committee named the “Dubai Committee for
the Development of the Film Sector” is formed within the DMC, under the
chairmanship of DMC Member Mr. Issam Abdulrahim Kazim, and with the membership
of representatives from the following entities:
1.
the Dubai Media Council, as vice
chairman;
2.
the Dubai Culture and Arts Authority,
as member;
3.
the Dubai Civil Aviation Authority,
as member;
4.
the Dubai Airports Corporation, as
member;
5.
the Dubai Customs Department, as
member;
6.
the Dubai Municipality, as member;
7.
the Roads and Transport Authority,
as member;
8.
the Dubai Development Authority, as
member;
9.
the Emirates Airline Group, as
member;
10. the
General Directorate of Residency and Foreigners Affairs in Dubai, as member;
11. the
Dubai Police, as member; and
12. the
Dubai Media Council, as member.
b.
The
representatives of the entities referred to in paragraph (a) of this
Article will be nominated by the officials in charge of these entities. A
representative must be experienced and specialised in the field of work of the
DCDFS, and must hold a grade not lower than the “Executive Director/ Chief
Executive Officer” grade or an equivalent grade.
Without
prejudice to the provisions of the federal and local legislation in force in
the Emirate, the DCDFS will have the duties and powers to:
1.
propose
the
general policy for film production and for attracting film-related activities
in the Emirate, including the associated incentives, initiatives, and projects;
and submit the same to the DMC for approval;
2.
provide opinions on the strategies, plans,
programmes, and initiatives related to film industry in the Emirate; and ensure
their alignment with approved Government strategies;
3.
propose
financial and non-financial incentives, including exemptions, grants, and other
benefits aimed at supporting film production infrastructure, in coordination
with the competent entities in the Emirate;
4.
propose new, and review existing, legislation,
bylaws, and regulations governing the film industry; and submit the relevant
recommendations to the DMC for issuance of the relevant directives as it deems
appropriate;
5.
propose
mechanisms
for coordination and cooperation with the concerned Government entities in the
Emirate to ensure integration of their respective roles, and address any
impediments that may hinder film production processes or the attraction of
film-related activities;
6.
propose
specialised training and professional programmes, as well as incubators and
platforms to support young filmmakers, which may be established by the DMC in
coordination with the Concerned Entities in the Emirate;
7.
establish
a mechanism to support and facilitate joint productions, and enhance strategic
partnerships between the public and private sectors in film production;
8.
propose
mechanisms for cooperation with international film commissions and production
studios, or other entities in the film sector; and
endeavour to attract international film festivals, distributors, and
financiers;
9.
propose
performance indicators for measuring the effectiveness of implementation, and
tracking the outcomes, of the policies and plans approved by the DMC in respect
of the projects that the DMC implements; and
10. exercise any other duties or powers
assigned to it by the DMC.
a.
A rapporteur will be appointed to DCDFS by the Chairman, in
coordination with the Secretary General of the DMC, from among the employees of
the General Secretariat.
b.
The DCDFS rapporteur will have the duties to:
1.
prepare the DCDFS meeting agendas in
accordance with the rules approved by the Chairman in this respect, and notify
the DCDFS members of the same within sufficient time prior to meetings;
2.
send invitations to DCDFS members to
attend its meetings;
3.
prepare the minutes of the DCDFS
meetings;
4.
verify that the quorums of DCDFS
meetings are present;
5.
follow up on the implementation of
the resolutions, recommendations, and directives of the DCDFS; and submit the
outcomes of their implementation to the Chairman;
6.
provide all administrative support
required to enable the DCDFS to perform its duties under this Resolution; and
7.
perform any other duties assigned to
him by the Chairman.
a.
The
DCDFS will convene, where necessary, at the invitation of
the Chairman, or the vice chairman in case of absence of the Chairman, at the
time and place determined by him.
b.
The DCDFS meetings will be valid if
attended by the majority of its members, provided that the Chairman or vice
chairman is in attendance.
c.
The DCDFS will issue its resolutions
and recommendations by majority vote of attending members. In the event of a
tie, the chair of the meeting will have a casting vote.
d.
Proceedings of the DCDFS meetings,
and its resolutions and recommendations, will be recorded in minutes signed by
the chair of the meeting and attending members.
The
General Secretariat of the DMC will provide the DCDFS with administrative and
technical support to enable it to perform its duties under this Resolution.
All
Government and other concerned entities must fully cooperate with the DCDFS and
provide any data, information, statistics, documents, and studies the DCDFS
requests or deems necessary to enable it to perform its duties under this
Resolution.
The
Chairman must submit to the DMC, every six months, reports that include the
outcomes of the DCDFS’s work, the difficulties and obstacles it has faced in
performing its duties, and the solutions and proposals it recommends, to enable
the DMC to issue the relevant directives it deems appropriate.
The
Chairman will issue the resolutions required for the implementation of the
provisions of this Resolution.
This
Resolution comes into force on the day on which it is issued, and will be
published in the Official Gazette.
