Resolution No. (39) of 2021
Concerning the Commissioner General for the
Infrastructure, Urban Planning, and Well-being Pillar[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of
Dubai, Chairman of the Dubai Council,
After perusal
of:
Law No. (3) of
2003 Establishing the Executive Council of the Emirate of Dubai;
Law No. (21)
of 2021 Establishing the Dubai Council (the “DC”); and
Decree No.
(46) of 2021 Forming the Dubai Council,
Do hereby issue this Resolution.
A development pillar entitled "The Infrastructure, Urban Planning, and
Well-being Pillar" (the “Development Pillar”) is hereby
created in the DC. The following Government Entities will be
affiliated to the Development Pillar:
1.
the Dubai Municipality;
2.
the Roads and Transport Authority;
3.
the Land Department; and
4.
the Mohammed bin Rashid Housing Establishment.
His Excellency Mattar Mohammed Al Tayer, member of the DC, is
hereby appointed to serve as the Commissioner General for the Development
Pillar. The
Commissioner General will undertake the general supervision of the work of the Development Pillar, and will develop and enhance it in accordance with the highest international standards. For this purpose, the Commissioner
General will have the duties and powers to:
1.
devise, and supervise the implementation of, the improvement plans
of the Development Pillar, inclusive of the development orientations and
priorities of the Emirate, in consultation with the two deputy chairmen of the
DC and in coordination with the Executive Council and the Government Entities
affiliated to the Development Pillar;
2.
supervise the strategic initiatives and agreements, and the major transformation projects, that fall under the Development Pillar; develop the relevant proposals and
recommendations in consultation with the two deputy chairmen of the DC and in coordination with the Executive Council;
and submit the same to the DC for approval;
3.
review the implementation priorities of the projects included in
the annual budget of the
Government Entities affiliated to the Development Pillar in a manner that
ensures the efficiency and effective performance of these entities and enhances their financial sustainability, and submit the relevant recommendations
and proposals to the competent entities in the Emirate of Dubai;
4.
review the policies, work processes, and governance regulations
adopted by the Government Entities affiliated to the Development Pillar; and
submit, to the competent entities in the Emirate of Dubai, the recommendations and proposals
required for developing, and achieving integration of, the same;
5.
review the periodic reports on the performance of the Development Pillar;
coordinate and consult with the Executive Council on assessing the performance of the Government
Entities affiliated to the Development Pillar to ensure efficient performance; and submit the relevant
recommendations and proposals to the two deputy chairmen of the DC; and
6.
exercise any other duties or powers assigned to him by the Chairman,
or either of the two deputy chairmen, of the DC.
The Government Entities affiliated to the Development Pillar and
other concerned entities must fully cooperate with the Commissioner General for
the Development Pillar; provide him with the required support; and provide him
with any data, information, studies, statistics, and reports he requests and
deems necessary to enable him to perform his duties under this Resolution and
the resolutions issued in pursuance hereof.
This Resolution comes into force on the day on which it is issued,
and will be published in the Official Gazette.
