Granting

Law Enforcement Capacity to Certain Government of Dubai Officials^[1]

We, Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Chairman of the Judicial Council,

After perusal of:

Federal Law by Decree No. (38) of 2022 Issuing the Criminal Procedure Code and its amendments;

Law No. (19) of 2024 Regulating Law Enforcement Capacity in the Emirate of Dubai (the “Law”);

Law No. (18) of 2024 Regulating Waste Management in the Emirate of Dubai;

Law No. (5) of 2025 Concerning Public Health in the Emirate of Dubai;

Decree No. (35) of 2021 Designating the Head of the Local Judiciary in the Emirate of Dubai for the Purposes of Implementing Federal Legislation;

Resolution No. (35) of 2025 Concerning the Fees, Violations, and Fines Relating to Law No. (5) of 2025 Concerning Public Health in the Emirate of Dubai;

The Order of 1961 Establishing the Dubai Municipality;

Executive Council Resolution No. (14) of 2015 Amending the Schedule of Public Hygiene-related Violations and Penalties Attached to the Implementing Bylaw of Local Order No. (11) of 2003 Concerning Public Health and Community Safety in the Emirate of Dubai;

Local Order No. (61) of 1991 Concerning Environmental Protection Systems in the Emirate of Dubai and its Implementing Bylaw; and

Local Order No. (11) of 2003 Concerning Public Health and Community Safety in the Emirate of Dubai, its amendments, and its Implementing Bylaw,

Do hereby issue this Resolution.

Grant of Law Enforcement Capacity
Article (1)

The officials in charge of entities and establishments, and of their respective sectors, whose names and designations are set out in the Schedule attached to this Resolution, are hereby granted the capacity of Law Enforcement Officers to record the acts committed in breach of the provisions of the following legislation, the resolutions issued in pursuance thereof, and any superseding legislation (the “Legislation”):

1. the above-mentioned Law No. (18) of 2024;

2. the above-mentioned Law No. (5) of 2025; and

3. the above-mentioned Executive Council Resolution No. (14) of 2015.

Obligations of Law Enforcement Officers

Article (2)

An official granted the capacity of Law Enforcement Officers under this Resolution must:

1. comply with the provisions of the Legislation and follow the procedures prescribed therein when carrying out his duties;

2. verify that the Persons to whom the Legislation applies are in compliance with the provisions of the Legislation, and meet their obligations thereunder;

3. record the violations that he is assigned to investigate and collect relevant evidence and information in accordance with the rules approved in this regard;

4. receive reports and complaints relating to the violations committed in breach of the Legislation, in accordance with the procedures adopted in this regard;

5. follow the procedures and take the measures required to preserve the evidence related to any committed violation;

6. prepare violation reports documenting the facts relating to the detected violations and the measures taken by him;

7. maintain professional integrity, honesty, impartiality, and objectivity;

8. produce proof of having law enforcement capacity when performing his duties;

9. not abuse his law enforcement capacity to secure personal gains or benefits; and

10. perform any other obligations specified by the Law and the resolutions issued in pursuance thereof.

Powers of Law Enforcement Officers

Article (3)

A Law Enforcement Officer to whom this Resolution applies will have the powers to:

1. seek assistance from police personnel, where required;

2. seek assistance from experts and interpreters, where required;

3. hear and record the statements of reporting persons and witnesses;

4. conduct inspections, pose questions, seek clarifications, and access authorised places to gather information related to committed violations; and

5. exercise any other powers specified by the Law and the resolutions issued in pursuance thereof.

Implementing Procedures

Article (4)

The Director General of the Dubai Municipality will take the actions required for the implementation of the provisions of this Resolution, including:

1. approving the form of identification cards to be issued to the Law Enforcement Officers to whom this Resolution applies; and

2. approving the templates for violation reports, including the essential data fields contained therein, in accordance with the Law.

Commencement and Publication

Article (5)

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
