Law No. (4) of 2008
Establishing the
Dubai Cares Foundation[1]

We Mohammed bin Rashid Al Maktoum, Ruler of Dubai,
Do hereby issue this Law.
This Law will be cited as “Law No. (4) of 2008
Establishing the Dubai Cares Foundation”.
In implementing the provisions of this Law, the
following words and expressions will have the meaning indicated opposite each
of them unless the context implies otherwise:

The Dubai Cares
Foundation. |
Board of Directors: |
The board of directors of
the DCF. |
Director: |
The director of the DCF. |
Pursuant to this Law, a non-governmental foundation
named the “Dubai Cares Foundation” is established. The DCF will have an independent
legal personality and the legal capacity required to undertake all acts and dispositions
that ensure the achievement of its objectives. The DCF may enter into contracts with third parties, sue
and be sued in its own name, and appoint any person to represent it for this
purpose.
The head office of the DCF will be located in Dubai, United Arab Emirates.
By collecting funds and donations within and
outside of the Emirate, the DCF will
endeavour to achieve the following objectives:
1. to provide aid for the needy worldwide;
2. to support volunteer social work within and outside of the Emirate;
3. to fund and support sustainable human development efforts;
4. to support and empower civil society within and outside of the Emirate
in order to achieve human development goals;
5. to assist and empower civil societies worldwide, in particular women and
children, by entering into local and international partnerships; and
6. to support worldwide efforts to combat poverty and to protect and
enhance human dignity.
The DCF will
have a Board of Directors composed of a chairman and at least five (5) members,
including the chairman, who are appointed pursuant to a decree of the Ruler. The
DCF will be managed by a Director appointed by the chairman
of the Board of Directors.
The DCF may
establish branches in any country around the world in order to communicate its mission
and goals to higher levels through its activities and direct meetings and
communications with various corporations and other organisations.
The Board of Directors will develop the internal
bylaws of the DCF.
The financial resources of the DCF will consist of:
1.
gifts, donations, and contributions
received by the DCF and accepted by the Board of Directors; and
2.
returns on the investments
of the DCF.
The DCF will
have an administrative and technical body comprising a number of employees and
administrators.
The Director will prepare the annual budget and regulate
the accounts and records of the DCF. Such budget, accounts, and records will be submitted to the Board of
Directors for approval.
This Law will be published in the Official Gazette
and will come into force on the day on which it is published.
