Amending Law No. (8) of 2006
Establishing Dubai Aviation Corporation in Jebel Ali[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,
After perusal of:
Law No. (8) of 2006
Establishing Dubai Aviation Corporation in Jebel Ali,
Do hereby issue this Law.
Articles (1), (2), (3), and (25) of the above-mentioned
Law No. (8) of 2006 are hereby superseded by the following:
This Law will be cited as “Law No. (8) of 2006
Establishing Dubai Aviation City Corporation”.
The following words and expressions, wherever mentioned
in this Law, will have the meaning indicated opposite each of them unless the
context implies otherwise:
Emirate: |
The Emirate of Dubai. |
Ruler: |
His Highness the Ruler of
Dubai. |
Government: |
The Government of Dubai. |
DACC: |
Dubai Aviation City
Corporation. |
Board of Directors: |
The board of directors of DACC. |
Chairman: |
The chairman of DACC. |
Affiliate: |
Any company or corporation licensed
to operate in DAC and in which DACC holds no less than ten percent (10%) of its
capital. |
DAC: |
Dubai Aviation City whose boundaries
and features are demarcated on Site Plan (1) attached to this Law. |
Airport: |
Al Maktoum International
Airport in DAC. |
Free Zone: |
The free zone in DAC, whose boundaries
and features are demarcated on Site Plan (2) attached to this Law. |
DAC Zones: |
The Airport, Free Zones, and
non-free zones in DAC. |
Sole Establishments and Companies: |
Sole establishments and
companies licensed to operate in DAC. |
Pursuant to this Law the following entities are
established:
1. a city named “Dubai Aviation City” divided
into zones including the Airport, Free Zone, and non-free zones whose boundaries
are demarcated on the site plans attached to this Law; and
2. a
public corporation wholly owned by the Government named “Dubai Aviation City
Corporation”. DACC will
own DAC and
manage its affairs, and will have financial and administrative autonomy and the
full legal capacity to enter into all contracts and undertake all dispositions.
It may sue and be sued in its own name, and appoint any natural or legal person
to represent it or represent its Affiliates in judicial claims and proceedings.
It will be managed on commercial basis.

Neither DAC nor the Free
Zone may be subject to the laws, regulations, authorities, and powers of the
Rent Tribunal. With the exception of environment laws and regulations, neither DAC,
nor the Free Zone, nor any natural or legal persons operating in DAC or in the
Free Zone will, in respect of their operations in DAC or the Free Zone, be
subject to the laws, regulations, authorities, and powers of Dubai Municipality
and the Department of Economic Development.

Sole Establishments and Companies
operating in DAC and the Free Zone will conduct their activities in
accordance with the licences issued to them pursuant to the regulations issued
by the Chairman in this regard.
3.
Free Zone corporations may,
in accordance with the terms and restrictions determined by DACC, be based
outside the Free Zone for no later than four (4) years as from the date this
Law comes into force. For the purposes of this Article, the relevant activities
and business conducted outside the Free Zone will be deemed as if conducted inside
the Free Zone, and will be subject to the laws and regulations in force in the
Free Zone.
4.
The Chairman will issue the
regulations and bylaws regulating work at DAC and the Free Zone.
This law will be published in the Official Gazette and
will come into force on the day on which it is published.
