Amending Law No. (1) of 2012

Concerning the

 International Humanitarian City[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,

After perusal of:

Law No. (1) of 2012 Concerning the International Humanitarian City,

Do hereby issue this Law.

Superseded Article

Article (1)

Article (11) of the above-mentioned Law No. (1) of 2012 is hereby superseded by the following:

Functions of the CEO

Article (11)

The CEO will have the duties and powers to:

1.    propose policies and strategic and operational plans, submit the same to the Board of Directors for approval, and take the necessary action for their implementation upon final approval by the Chairperson;

2.    draft the administrative, financial, and technical regulations and bylaws required to regulate the work, operations, and services of the International Humanitarian City Authority (the “IHCA”), and submit the same to the Board of Directors for approval;

3.    prepare the annual budget and final accounts of the IHCA and submit the same to the Board of Directors for approval;

4.    prepare the organisational structure of the IHCA and submit the same to the Board of Directors for approval;

5.    issue the resolutions required for creating registers for licensing IHC Establishments and other records relating to the work of the IHCA;

6.    supervise the organisation of conferences and events that are relevant to the objectives of the IHC;

7.    supervise the work, activities, and services performed by IHC Establishments; 

8.    coordinate with ministries and federal and local government agencies and departments for the purpose of achieving the objectives of the IHC;

9.    supervise the work of the IHCA executive body;

10.  represent the IHCA before third parties, and sign in its name and on its behalf on all contracts, including contracts for leasing out land and buildings within the IHC to IHC Establishments to enable them to conduct their activities;

11.  exercise the duties and powers vested in the head of entity pursuant to the relevant legislation applicable to Government entities in the Emirate; and

12.  open and manage bank accounts within and outside of the Emirate subject to the approval of the Chairperson.

Commencement and Publication

Article (2)

This Law comes into force on the day on which it is issued, and will be published in the Official Gazette.
