Law No. (18)
of 2007
Establishing
Dubai Shopping Festival Office[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,
After
perusal of Law No. (3) of 2003 Establishing the Executive Council of the
Emirate of Dubai;
Do hereby issue the
following Law:
Article (1)
This Law shall be cited as “Law No. (18) of 2007 Establishing Dubai
Shopping Festival Office”.
Article (2)
The following words and expressions shall have the
meaning indicated opposite each of them unless the context implies otherwise:

Executive Council: |
The Executive Council of the Emirate. |
Office: |
The
Dubai Shopping Festival Office. |
Supreme Committee: |
The Dubai Shopping Festival Supreme Committee. |
Executive Director: |
The Executive Director of the Office. |
General Coordinator: |
The General Coordinator of the Office. |
Article (3)
By virtue of this Law, a public corporation named
“Dubai Shopping Festival Office” shall be established. The Office shall have
legal personality, financial and administrative autonomy and the legal capacity
required to perform the acts and activities that ensure achievement of its
objectives. The Office may enter into contracts with third parties, sue and be
sued in its own name, and appoint any other person to represent it for such
purpose.
Article (4)
The
objectives of the Office shall be to:
1.
promote and support the shopping activity in
the Emirate during the winter season through holding various types of events
and recreational activities in which the public may participate; and
2.
promote the tourist and recreational activity during
the summer season through launching various events known as “Dubai Summer
Surprises.”
Article (5)
The
Office shall be supervised by a committee known as the “Dubai Shopping Festival Supreme Committee”. Such committee shall
be comprised of a chairman, a deputy chairman and number of members appointed pursuant
to a resolution of the Chairman of the Executive Council. The committee shall
set the polices and plans required for the achievement of the objectives of the
Office. The Supreme Committee may form subcommittees to assist in the
performance of its functions.
Article (6)
The
Office shall have an Executive Director and General Coordinator and each shall
be appointed pursuant to a resolution of the Chairman of the Executive Council.
Article (7)
The
Executive Director shall:
1.
undertake the general supervision of the
Office, the Festival events and Dubai Summer Surprises;
2.
prepare the annual budget of the Festival and
Dubai Summer Surprises to be approved by the chairman of the Supreme Committee;
3.
manage and represent the Office in its relationships
with third parties; and
4.
enter into contracts and agreements required to
achieve the objectives of the Office.
Article (8)
The
General Coordinator shall coordinate with the concerned government departments
and entities in the Emirate to ensure the achievement of the objectives of the
Festival and Dubai Summer Surprises and that events are held successfully.
Article (9)
The
financial resources of the Office shall consist of:
1.
appropriations
allocated to the Office in the general budget of the Emirate;
2.
fees and charges for services
provided by the Office;
3.
grants and donations received by the Office and
approved by the Supreme Committee; and
4.
any other resources
approved by the Executive Council.
Article (10)
In regulating its accounts and records, the Office
shall follow the principles and standards of commercial accounting. The
financial year of the Office shall commence on 1 of January and shall end on 31
of December of each year, except that the first financial year shall commence
as of the date this Law comes into force and shall end on 31 of December of the
following year.
Article (11)
All
acts, activities and contracts made or taken by the Office since 1996 to the
date this Law comes into force shall be legal and valid as
if they were made or taken in accordance with this Law.
Article (12)
The
Government of Dubai Human Resources Management Law No. (27) of 2006 shall apply
to employees of the Office.
Article (13)
The
Chairman of the Executive Council shall issue the bylaws and resolutions
required for the implementation of this Law.
Article (14)
The Office shall be exempt from all taxes and local
fees.
Article (15)
Any provision in any other legislation shall be
repealed to the extent that it contradicts the provisions of this Law.
Article (16)
This Law shall be published in the Official Gazette and shall come into
force on the day on which it is issued.
