Dissolving the

Dubai Institute for Human Resources Development[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,

After perusal of:

Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai;

Law No. (12) of 2003 Establishing the Dubai Institute for Human Resources Development (the “DIHRD”);

Law No. (31) of 2009 Establishing the Dubai Government Human Resources Department (the “DGHR”) and its amendments;

Law No. (3) of 2012 Concerning the Mohammed bin Rashid School of Government (“MBRSG”) and its amendments;

Law No. (1) of 2016 Concerning the Financial Regulations of the Government of Dubai;

Law No. (8) of 2018 Concerning Management of the Government of Dubai Human Resources;

Decree No. (29) of 2020 Forming the Supreme Committee for Development of the Government Sector in the Emirate of Dubai; and

The presentation of the Chairman of the Supreme Committee for Development of the Government Sector in the Emirate of Dubai,

Do hereby issue this Law.          

Dissolving the DIHRD

Article (1)

Pursuant to this Law, the Dubai Institute for Human Resources Development established pursuant to the above-mentioned Law No. (12) of 2003 is dissolved.

Succession and Transfer

Article (2)

a.    The ownership of the real property, movables, assets, devices, equipment, and other property of the DIHRD are hereby transferred to the MBRSG.

b.    The DIHRD Employees determined in coordination with the DGHR, and their financial benefits, will be transferred to the MBRSG. These Employees will be governed by the above-mentioned Law No. (8) of 2018, and will retain their existing rights.

c.     All rights and obligations of the DGHR in respect of the DIHRD are hereby transferred to the MBRSG.

Issuing Implementing Resolutions

Article (3)

The Chairman of the Executive Council will issue the resolutions required for the implementation of the provisions of this Law.

Repeals

Article (4)

The above-mentioned Law No. (12) of 2003 is hereby repealed. Any provision in any other legislation will also be repealed to the extent that it contradicts the provisions of this Law.

Publication and Commencement

Article (5)

This Law will be published in the Official Gazette and will come into force on the day on which it is published.
