Law No. (14) of 2013
Amending Law No. (14) of 2009 Concerning the
Pricing of Government Services in the Emirate of Dubai[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,
After perusal of Law No. (14) of 2009 Concerning the
Pricing of Government Services in the Emirate of Dubai (the “Original Law”),
Do
hereby issue this Law.
Articles (2), (7), and (9) of the Original Law will be
superseded by the following:
The following words and expressions, wherever
mentioned in this Law, will have the meaning indicated opposite each of them
unless the context implies otherwise:
Emirate: |
The Emirate of Dubai. |
Government: |
The Government of Dubai. |
Executive Council: |
The Executive Council of the
Emirate. |
Department: |
The Department of Finance. |
Government Entities: |
Departments, authorities,
public corporations, Government councils, and any other Government entity
affiliated to the Government. |
Fee: |
A payment collected by a
Government Entity in return for the public services provided exclusively by
such entity to individuals, companies, corporations, and other entities. |
Price: |
A payment collected by a
Government Entity in return for goods and services provided by such entity to
individuals, companies, corporations, and other entities on a commercial and
competitive basis. |
Tariff: |
A payment collected by a
Government Entity in return for goods and services provided exclusively by
such Entity to individuals, companies, corporations, and other entities on a
non-competitive basis. |
a. In accordance with the rules and standards stipulated
in the Manual referred to in Article (5) of this Law, the Department will:
1. review all Fees, Prices, and Tariffs charged for the
services provided by the Government Entities prior to the application of this
Law to assess whether or not they exceed the prescribed limits;
2. consider and approve applications by the Government
Entities to introduce new or amend existing Fees for the services provided by
such entities, and submit the appropriate recommendations to the Executive
Council for approval;
3. consider and approve applications by the Government
Entities to introduce new or amend existing Prices or Tariffs for the goods and
services provided by such entities; and
4. consider and approve, in coordination with the
Government Entities, modern methods of payment together with appropriate
payment facilities for those required to pay Fees, Prices, and Tariffs.
The Chairman of the Executive Council will issue the
resolutions required for the implementation of this Law, including those
approving lists of discounted Fees for Government services.
This Law comes into force on the day on which it is issued,
and will be published in the Official Gazette.
