Forming the

Road Naming Committee in the Emirate of Dubai[1]

We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,

After perusal of:

Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai;

Law No. (4) of 2021 Regulating Roads in the Emirate of Dubai;

Law No. (5) of 2021 Concerning the Dubai International Financial Centre;

Decree No. (22) of 2009 Concerning Special Development Zones in the Emirate of Dubai;

Decree No. (28) of 2015 Concerning Governance of the Boards and Committees Affiliated to the Government of Dubai;

The Order of 1961 Establishing the Dubai Municipality;

Decree No. (7) of 2008 Forming the Road Naming Committee in the Emirate of Dubai; and

The legislation establishing and regulating free zones in the Emirate of Dubai,

Do hereby issue this Resolution.

Definitions
Article (1)

The following words and expressions, wherever mentioned in this Resolution, will have the meaning indicated opposite each of them unless the context implies otherwise

UAE:

The United Arab Emirates.

Emirate:

The Emirate of Dubai.

Executive Council:

The Executive Council of the Emirate of Dubai.

DM:

The Dubai Municipality.

RNC:

The Road Naming Committee in the Emirate of Dubai, formed pursuant to this Resolution.

Chairman:

The chairman of the RNC.

Road:

Any public way on which traffic movement is allowed, including main roads, side roads, and byroads; public squares; bridges; tunnels; interchanges; road median strips; public car parks; pavements; pedestrian crossings; lanes of pedal cycles and electric scooters; and the like.

Formation of the RNC

Article (2)

Pursuant to this Resolution, a committee affiliated to the Chairman of the Executive Council and named the “Road Naming Committee in the Emirate of Dubai” is formed under the chairmanship of the Director General of the DM, and with the membership of:

1.    the Director General of the Dubai Culture and Arts Authority;

2.    the Chief Executive Officer of the Traffic and Roads Agency of the Roads and Transport Authority;      

3.    the Chief Executive Officer of the Hamdan bin Mohammed Heritage Centre; and

4.    four (4) experienced and specialised representatives appointed by the Chairman from amongst the citizens of the Emirate of Dubai.                                        

Objectives of the RNC

Article (3)

The RNC will have the following objectives:

1.    to serve as a reference entity for proposing names for Roads in the Emirate;

2.    to enhance the engagement of community members in proposing appropriate names for Roads in the Emirate;

3.    to revive heritage values and names, commemorate the names of prominent figures, and highlight the national identity in the naming of Roads in the Emirate; and

4.    to preserve the glory of the past, reflect the cultural identity, and keep up with future developments in proposing names for Roads in the Emirate.

Functions of the RNC

Article (4)

For the purpose of achieving its objectives, the RNC will have the duties and powers to:

1.    identify the Roads to be named in the Emirate;

2.    make recommendations in respect of the proposed names of Roads in the Emirate, and submit the same, together with the relevant maps, to the Chairman of the Executive Council for approval;

3.    review the existing names of Roads in the Emirate; recommend renaming any Roads as deemed required by the RNC; and submit the relevant recommendations to the Chairman of the Executive Council for approval;

4.    seek assistance, in performing its duties, from public figures and employees of Government Entities in the Emirate, as it deems appropriate;

5.    form permanent and temporary sub-committees and work teams to assist it in performing its duties; and determine the duties, powers, and terms of reference of these sub-committees and work teams; and

6.    exercise any other duties or powers assigned to it by the Chairman of the Executive Council.

Road Naming Criteria

Article (5)

In naming Roads in the Emirate, the RNC will refer to the following criteria:

1.    highlighting the national identity of the UAE and the Emirate, and reflecting their history; heritage; sublime values; and cultural, civilisational, and social richness;

2.    reflecting the development of the UAE and the Emirate in all fields, and highlighting the high value achievements that have been accomplished;

3.    immortalising, locally and nationally, the public figures who have played integral roles in the development of the UAE and the Emirate;

4.    immortalising the international figures who have contributed to enriching human creativity in various fields;

5.    commemorating sisterly and friendly countries, and reflecting the strength of their ties with the UAE and the Emirate;

6.    ensuring that Road names are appropriately worded and are consistent with the public taste;

7.    ensuring that Road names are in Arabic, legible, and easy to use; do not require much effort to be pronounced; and have meanings that do not create confusion or ambiguity; and

8.    any other criteria prescribed by the RNC to contribute to the achievement of its objectives.

Meetings of the RNC

Article (6)

a.    The RNC will convene at the invitation of its Chairman at the time and place determined by him.

b.    At its first meeting, the RNC will elect a vice chairman, who will act as the Chairman where the Chairman is absent or becomes incapable of performing his duties.

c.     RNC meetings will be valid if attended by the majority of its Members, provided that the Chairman or vice chairman is in attendance.

d.    RNC resolutions and recommendations will be passed by majority vote of its attending Members; and in the event of a tie, the chair of the meeting will have a casting vote.

e.    Resolutions and recommendations of the RNC will be recorded in minutes of meetings signed by the chair of the meeting and attending Members.

f.     The RNC may invite experts and specialists, as it deems appropriate, to attend its meetings to assist it in exercising its duties and powers under this Resolution, provided that they do not have a vote in its deliberations.

Rapporteur of the RNC

Article (7)

A rapporteur will be appointed to the RNC by the Chairman. The rapporteur will be responsible for sending meeting invitations to the Members of the Committee, preparing its meeting agendas, recording its minutes of meetings, following up the implementation of its resolutions and recommendations, and performing any other duties assigned to him by the Chairman.

Governance of the RNC

Article (8)

The above-mentioned Decree No. (28) of 2015, or any other superseding legislation, applies to the management of the meetings of the RNC, to the confidentiality of information, and to the duties of the Chairman and Members of the RNC.

Provision of Support

Article (9)

The DM will provide the administrative and technical support required to enable the RNC to perform its functions under this Resolution.

Cooperation with the RNC

Article (10)

All Government Entities and all authorities supervising Special Development Zones and free zones, such as the Dubai International Financial Centre, must fully cooperate with the RNC and provide it with all the data, information, statistics, and documents requested and deemed necessary by the RNC to enable it to perform its duties under this Resolution.

Issuing Implementing Resolutions

Article (11)

The Chairman will issue the resolutions required for the implementation of the provisions of this Resolution.

Repeals
Article (12)

The above-mentioned Regulation No. (7) of 2008 is hereby repealed. Any provision in any other resolution will also be repealed to the extent that it contradicts the provisions of this Resolution.

Publication and Commencement

Article (13)

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.
