Executive Council Resolution No. (16) of 2019
Forming the
Committee for Regulating Dealing in Petroleum
Products in the Emirate of Dubai[1]

We, Hamdan bin Mohammed bin Rashid Al Maktoum,
Crown Prince of Dubai, Chairman of the Executive Council,
After perusal of:
Federal Law No. (14) of 2017 Concerning Dealing in Petroleum Products and its Implementing Bylaw;
Law No. (3) of 2003 Establishing the Executive
Council of the Emirate of Dubai;
Law No. (19) of 2009 Establishing the Supreme
Council of Energy;
Law No. (36) of 2009 Forming the Supreme Council
of Energy and its amendments; and
Decree No. (28) of 2015 Concerning Governance of
the Boards and Committees Affiliated to the Government of Dubai,
Do hereby issue this Resolution.
a. A committee named the “Committee for Regulating Dealing in Petroleum Products” (the “Committee”) is hereby formed in the Emirate of Dubai”. The Committee will be comprised of two
representatives from each of the following entities:
1. the
Ministry of Interior;
2. the
Ministry of Energy and Industry;
3. the
Federal Transport Authority-Land and Maritime;
4. the
Supreme Council of Energy;
5. the
Dubai Police;
6. the
Directorate General of Civil Defence in Dubai;
7. the
Dubai Municipality;
8. the
Roads and Transport Authority;
9. the
Department of Economic Development;
10. the
Dubai Customs Department;
11. the
Dubai Chamber of Commerce and Industry;
12. the
Dubai Petroleum Establishment;
13. the
Emirates National Oil Company Limited (ENOC);
14. the
Ports, Customs, and Free Zone Corporation; and
15. the
Dubai Maritime City Authority.
b. The representatives of the entities referred to in
paragraph (a) of this Article will be nominated by the officials in charge of
such entities. The representatives must be experienced and specialised in
fields that are relevant to the work of the Committee. The Chairman of the
Supreme Council of Energy will designate the chairman and vice chairman of the
Committee.
The
Committee will have the duties and powers stipulated in the above-mentioned
Federal Law
No. (14) of 2017 and the resolutions issued in pursuance thereof. The Committee
will also perform any other
duties related to regulating Dealing in Petroleum Products, as assigned to it by the
Supreme Council of Energy.
The
Committee will submit its proposals and recommendations, and its reports on the
outcomes
of its work and achievements, to the Supreme Council of Energy to take the
appropriate action in respect thereof.
The Supreme Council of Energy will provide the administrative and financial support required to enable the Committee to perform its duties and functions.
The Chairman
of the Supreme Council of Energy will issue the resolutions required for the
implementation of the provisions of this Resolution.
This Resolution
comes into force on the day on which it is issued, and will be published in the
Official Gazette.
