Determining the

Government Entities Governed by the

Government of Dubai Human Resources Management Law[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,

After perusal of:

Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai;

Law No. (8) of 2018 Concerning Management of the Government of Dubai Human Resources (the “Law”);

Executive Council Resolution No. (4) of 2015 Approving the Human Resources Bylaw of the Dubai Protocol and Hospitality Department; and

Executive Council Resolution No. (6) of 2020 Approving the Financial Benefits of the Government of Dubai Employees,

Do hereby issue this Decree.

Entities Governed by the Law

Article (1)

Notwithstanding the provisions of any other legislation, the Law will apply to the UAE National and non-UAE National civilian Employees of:

1.     the Government entities set out in the list attached hereto;

2.     any Government entities to which the application of the Law is extended pursuant to any legislation; and

3.     any Government entities, or other entities receiving support from the Government of Dubai, to which the application of the Law is extended pursuant to a resolution issued in this respect by the Chairman of the Executive Council.

Entities Ungoverned by the Law

Article (2)

Unless the application of the Law is extended to any Government entity ungoverned by the Law, in accordance with the provisions of Article (1) hereof, that entity will continue to implement its own applicable human resources regulations and resolutions.

Commencement and Publication

Article (3)

This Decree comes into force on 1 January 2020, and will be published in the Official Gazette.

13.  The Smart Dubai Department and its affiliates.

14.  The Government of Dubai Media Office.

15.  The Roads and Transport Authority and its affiliated agencies, except the Dubai Taxi Corporation.

16.  The Dubai Health Authority and its affiliated corporations.

17.  The Dubai Civil Aviation Authority.

18.  The Dubai Culture and Arts Authority and its affiliates.

19.  The Knowledge and Human Development Authority in Dubai and its affiliates.

20.  The Community Development Authority in Dubai.

21.  The Dubai Police.

22.  The General Directorate of Residency and Foreigners Affairs in Dubai.

23.  The Directorate General of Civil Defence in Dubai.

24.  The Judicial Council and its affiliates (the Law will not apply to members of the Judicial Authorities).

25.  The Dubai Courts and its affiliates (the Law will not apply to members of the Judicial Authorities).

26.  The Public Prosecution (the Law will not apply to members of the Judicial Authorities).

27.  The Rental Disputes Settlement Centre in the Emirate of Dubai (the Law will not apply to members of the Judicial Authorities).

28.  The Supreme Council of Energy.

29.  The Dubai Sports Council.

30.  The Dubai Media Incorporated.

31.  The Dubai Women Establishment.

32.  The Awqaf and Minors Affairs Foundation.

43.  The Hamdan bin Mohammed Smart University (the Law will not apply to academic staff).

44.  The Mohammed bin Rashid School of Government (the Law will not apply to academic staff).

45.  The Imam Malik College for Sharia and Law (the Law will not apply to academic staff).

46.  The International Institute for Tolerance and its affiliates.

47.  The Central Grievances Committee of Employees of the Government of Dubai.

48.   The Dubai Paramilitary Human Resources Committee.
