The Director General of the Community Development Authority in Dubai,

After perusal of:

Law No. (8) of 2015 Concerning the Community Development Authority in Dubai;

Executive Council Resolution No. (20) of 2011 Regulating Social Care Professions in the Emirate of Dubai; and

Administrative Resolution No. (39) of 2011 Issuing the Implementing Bylaw of Executive Council Resolution No. (20) of 2011 Regulating Social Care Professions in the Emirate of Dubai; and

In accordance with work requirements,

Does hereby issue this Resolution.

Superseded Article

Article (1)

Article (8) of the above-mentioned Resolution No. (39) of 2011 is hereby superseded by the following:

Particular Licensing Requirements

Article (8)

In addition to the technical requirements approved by the CDA, a person wishing to practise any of the following Social Care Professions must have the qualifications and experience indicated opposite each of them:

a.    Social Counsellor: Must hold at least a master’s degree, or an equivalent degree, in counselling or in psychology or education with a major in counselling.

b.     Social Worker: Must hold at least a bachelor’s degree, or an equivalent degree, in any of the social work domains.

c.     Social Therapist

This include:

1.    Behavioural Analyst: Must hold at least a master’s degree, or an equivalent degree, in psychology or education with a major in behavioural analysis.

2.    Assistant Behavioural Analyst: Must hold at least a bachelor’s degree, or an equivalent degree, in any of the following specialisations:

a.    psychology, with a module on Applied Behavioural Analysis;

b.    education or special education, with a module on Applied Behavioural Analysis or education-related behavioural analysis; or

c.     nursing, with a module on Applied Behavioural Analysis.

3.    Psychologist: Must hold a master’s degree, or an equivalent degree, in psychology.

4.    Assistant Psychologist: Must hold at least a bachelor’s degree, or an equivalent degree, in psychology; and must work under the supervision of a licensed psychologist.

d.    Special Education Teacher: Must hold a master’s degree in special education; or hold at least a bachelor’s degree, or an equivalent degree, in special education and have at least five (5) years of work experience in the same domain. This profession includes Learning Support Assistants, who must hold at least a bachelor’s degree, or an equivalent degree, in education, special education, or behavioural sciences.

Commencement and Publication

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
