Approving the
Preventive Systems Manual[1]

The
Chief Executive Officer of the Security Industry Regulatory Agency,
After perusal of:
Law
No. (12) of 2016 Regulating the Security Industry in the Emirate of Dubai and
its amendments; and
Board
of Directors Resolution No. (1) of 2018 Issuing the Implementing Bylaw of Law
No. (12) of 2016 Regulating the Security Industry in the Emirate of Dubai,
Does
hereby issue this Resolution.
a.
Pursuant to this Resolution, the
attached Preventive Systems Manual, inclusive of the requirements and technical
standards set forth therein, is approved.
b.
The Security Industry Regulatory
Agency must publish the Manual approved pursuant to paragraph (a) of this
Article, together with any amendments thereto, on its website.
The
Manual approved under this Resolution applies to all establishments specified
in the above-mentioned Board of Directors Resolution No. (1) of 2018.
Any
provision in any other administrative resolution or manual is hereby repealed
to the extent that it contradicts the provisions of this Resolution or the
Manual attached hereto.
This
Resolution will be published in the Official Gazette and will come into force
on the day on which it is published.

offices are separated by any type of partition, the above office requirements

Fifth:
Specifications and Security Requirements for Business Centers
This is a physical location that provides temporary
office solutions for all types of entrepreneurs and institutions. These spaces
offer private or shared office solutions with reception, email, and internet
services.
A. Requirements:
- No exhibits may be kept.
- No safe may be used for storing valuables.
- Valuables may not be stored.
B. Security Requirements:
- No security requirements apply if the above
requirements are met.

A. Operations centers must have the following requirements and

1. The operations room must be no less than 300
square feet in area, and its area may increase as deemed necessary by SIRA.
2. The operations room must operate 24 hours a day, 7
days a week, year-round.
3. The number of staff in the room must be no less
than two, in addition to the room manager. This number may increase depending
on the room's size and systems.
4. A means of communication must be provided between
the operations room and security personnel according to their locations.
5. The operations room must be connected to the
security authorities in the emirate.
6. A hotline must be provided with the relevant
authorities in the emirate.
7. The operations room must be secured with a VSS
system and an alarm system linked to the security authorities in the emirate.
8. Providing a backup energy source for computer
systems that works with a battery for a period of not less than 8 hours.
9. The main power source of the room must be linked
to a backup generator that operates automatically in emergency situations when
the electricity is interrupted so that it operates all the equipment and
devices in the room.
10. The time must be matching on all the devices in
the room with the actual time.
11 Provide Safety systems.
12. a maintenance contract for all operating room
devices.
13. an evacuation plan and an emergency plan known by
the operating room staff.
14. Consider providing enough spaces for the

• space for devices.
