Approving the

Preventive Systems Manual[1]

The Chief Executive Officer of the Security Industry Regulatory Agency,

After perusal of:

Law No. (12) of 2016 Regulating the Security Industry in the Emirate of Dubai and its amendments; and

Board of Directors Resolution No. (1) of 2018 Issuing the Implementing Bylaw of Law No. (12) of 2016 Regulating the Security Industry in the Emirate of Dubai,

Does hereby issue this Resolution.

Approval of the Manual
Article (1)

a.    Pursuant to this Resolution, the attached Preventive Systems Manual, inclusive of the requirements and technical standards set forth therein, is approved.

b.    The Security Industry Regulatory Agency must publish the Manual approved pursuant to paragraph (a) of this Article, together with any amendments thereto, on its website.

Scope of Application
Article (2)

The Manual approved under this Resolution applies to all establishments specified in the above-mentioned Board of Directors Resolution No. (1) of 2018.

Repeals
Article (3)

Any provision in any other administrative resolution or manual is hereby repealed to the extent that it contradicts the provisions of this Resolution or the Manual attached hereto.

Publication and Commencement

Article (4)

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.

Part One: Technical Specifications and Controls


 

Chapter One: Digital Systems Specifications (IP)

First: Cameras

Second: Recording devices

 

A. General Specifications:

It must be capable of performing the three basic functions simultaneously: (1) live view, (2) recording, and (3) playback of previous recordings, without any degraded or negatively impacted performance of any of these functions.

Live view must be at least 25 frames per second for each camera.

A copy feature must be provided for some or all the recorded clips, for any required duration, whether for a single camera, a group, or all cameras connected to the recording device, and for transferring them to standard storage media. The copy format must also be standard so that it can be viewed on standard display media.

The maximum recording transfer time should be 1/10 of the duration of displaying the same recording at normal speed.

-

Effective and efficient search methods must be provided to facilitate access to the desired scenes. These include a combined search for both date and time, specifying the cameras included in the search, displaying search results for all included cameras sequentially, and providing fast and slow playback, as well as both forward and reverse playback.

Both continuous and non-continuous recording must be available. (Non-continuous recording is associated with a specific event, such as motion or a signal from an external device, such as intruder detection system sensors.) In the case of non-continuous recording, the device must be capable of recording scenes before and after the event, lasting at least ten (10) seconds. These features must be available so that they can be activated for all cameras connected to the recording device individually (i.e., they can be activated for each camera separately).

Minimum non-continuous motion-activated recording setting:

No less than 70% of the day for each camera, no less than 10 frames per second for each camera, and no less than 31 days

The recording devices must be computed with 20% extra capacity.

The device must accept the addition of peripheral storage devices to increase the total storage capacity.

The device must be able to clearly display the camera name and the actual time and date without obscuring the view. (The system should preferably accept Arabic letters.) The camera name must be expressive and descriptive of the location the camera is monitoring and must not be ambiguous symbols with no linguistic meaning.

The device shall have effective feature of automatic self-recording in case of restarting the device after shutdown for whatever reason (mistake, servicing, maintenance, or system fault... etc.). Such features shall be effective even if the device has not shutdown properly.

The variable bit rate feature must be enabled only, without specifying a maximum transfer speed. Fixed bitrate data transfer speeds are not accepted.

Software Development Kit (SDK) shall be made available and to be provided to

SIRA upon request.

It shall be compatible with ONVIF 2.0 standards.

It shall support live streaming through the Real Time Streaming Protocol (RTSP).

It shall support the Central Time feature (Network Time Protocol (NTP).

B. Additional Specifications of Vehicles Recording Devices:

C. Recording Duration and Quality:

Third: Display devices

All monitors shall be of high operational specifications to be suitable for continuous operations without interruptions for a period not less than three years.

Monitors at Workstations

• The monitor should not be less than 21 inches.

• For each workstation, there must be at least 2 monitors.

The aspect ratio of the display on the monitor must be compatible with the aspect ratio of the capturing view of the camera (4:3, 16:9, 16:10).

Critical cameras must be always displayed at the center of the wall display. These cameras include cameras at entrances, reception and assistance desks, passenger drop-off areas, elevator lobbies and stairwells on the main floors, the main lobby, and any other cameras deemed important by the security officer or as directed by SIRA.

("set" is a matrix of different cameras arranged to occupy the display space on the monitor).

 

Standard cameras imaging must be displayed in the terminal areas of the full wall monitor in the form of sets of serial cameras, provided that the total cycle time does not exceed 60 seconds, and the number of sets does not exceed 6 sets. Consequently, the serial cycle returns to the first set of cameras.

Wall Monitors

• The thickness of the outer frame of wall monitors shall not exceed 4 mm.

• Wall monitors shall allow the control of the display modes (number of cameras to display).

• Wall monitors shall allow the display of data and maps.

Fourth: Connectors:

Where twisted pairs are used, the type used must contain a minimum of high-quality copper known as CAT 6.

There is no harm in using range extenders, provided that the picture and signal quality are not negatively affected.

All system connections must be secured against tampering or accidental disconnection. This may be achieved by placing a lockable container in the system.

All connections must be protected from tampering and unauthorized connections.

Appearance should be taken into consideration when connecting and visible connections should be avoided as much as possible.

Exposed connections must be protected by plastic conduits for indoor use and metal conduits specially designed for outdoor use and manufactured specifically for wiring.

The use of wireless networks for security systems is prohibited unless approved by the institution.

Fifth: Network

A separate, dedicated private network must be created and installed solely for security systems.

The network must have redundancy and sustainability characteristics, avoiding single, irreplaceable major breakpoints.

The backbone of the network must be equipped with a secondary backup line that will replace it in the event of a power outage or interruption.

The network must be equipped with a network management system (NMS). This system must include all means of monitoring network operation, identifying outages, and automatically reporting them if the number of devices connected to the network exceeds 200 devices.

Consider dividing the network into segments and clusters if the number of devices connected to the network exceeds 200 to avoid forming a large, flat network.

The network must be compatible with both current standard IPv4 and IPv6 addressing and management systems.

Sixth: Energy sources

Third: Connectors

Fourth: Control and alarm panel

Fifth: General requirements for the system administrator

Chapter Four: Locks Specifications

Pry-resistant, puncture-resistant, and shear-resistant locks with high-quality security keys must be installed, based on Standard No. 2320:2012(E) Lock Standards, Fittings, Requirements, and Test Methods.

 

First: General Specifications

Chapter Five: Specifications of Penetration-Resistant Glass

Chapter Six: HVM Barriers Specifications (External Perimeter Safety)

These are used to control and block vehicle traffic to prevent intrusion attempts.

HVM must be appropriate for the location. Based on the nature of the location, the category is determined from the table in point 5 below, considering that they must be approved by SIRA in accordance with established procedures.

In the event of any breach or damage to the bag, the money transfer company is responsible for any money missing from the total amount in the bag received by the customer.

Chapter Forty-Three: Communication and Communicating Requirements for Security guard Service Providers:

Second: Security Requirements

A. All security guard service providers operating in the activities covered in Paragraph (First) must use the communication and security devices for security work that is approved by SIRA and the security apps for smart devices that is approved by SIRA as follows:

1. For communication between company management and security personnel.

2. For communication between security personnel.

3. When security personnel communicate with security and safety authorities in the emirate.

B. The watchman must use the communication and security devices for security work that is approved by SIRA and the security apps for smart devices that is approved by SIRA
