Council Resolution No. (15) of 2026
Prescribing
the Obligations, Requirements, and Rules Applicable to
Operators
and Persons Practising Civil Aviation-related
Professions
and Activities in the Emirate of Dubai[1]

We, Hamdan bin Mohammed bin Rashid Al
Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,
After perusal of:
Law No. (7) of 2015 Concerning Airspace Safety and Security
in the Emirate of Dubai;
Law No. (4) of 2020 Regulating Unmanned Aircraft in the
Emirate of Dubai and its amendments;
Law No. (11) of 2020 Concerning the Dubai Civil Aviation
Authority; and
Executive Council Resolution No. (4) of 2017 Approving Fees
and Fines of the Dubai Civil Aviation Authority,
Do
hereby issue this Resolution.
The words and expressions mentioned in
this Resolution have the same meanings respectively assigned to them in the
above-mentioned Law No. (11) of 2020.
Without prejudice to the requirements and rules
prescribed in the legislation in force in the UAE governing civil aviation-related activities, an Operator or a Practitioner holding a permit,
a no-objection certificate, and an approval issued by the DCAA for the conduct of
any civil aviation-related activity must comply with the requirements and rules
set out in the relevant technical manuals approved by the DCAA.
An Operator must:
1.
comply with the legislation in force
in the Emirate, the international treaties and conventions to which the UAE is
a party, and the applicable manuals and resolutions issued by the DCAA;
2.
not operate an Aircraft to or from
an Airport in the Emirate without first obtaining a licence from the GCAA and a
permit from the DCAA in accordance with applicable legislation;
3.
not establish or operate an airfield
of any type in the Emirate without first obtaining the necessary approval from
the DCAA;
4.
comply with the conditions and controls
of the Aircraft landing permit issued by the DCAA for landing at an Airport
within the Emirate;
5.
comply with the environmental, air navigation
safety, and aviation security standards and requirements approved by the DCAA;
6.
provide the DCAA with all required data
and information concerning flights, passengers, and cargo, in accordance with
the legislation applicable to the DCAA, and
within the timeframe specified by the DCAA; and
7.
not obstruct the work of DCAA
inspectors and investigators; enable them to perform their inspection and
Investigation duties; not interfere with the conduct of such inspection or
Investigation in any way; and grant them access to any relevant facilities,
premises, data, records, or documents necessary for the performance of their
duties.
A Practitioner must:
1. comply
with the legislation in force in the Emirate and with the manuals and
resolutions issued by the DCAA regulating the conduct of civil aviation-related
activities;
2. not
conduct any civil aviation-related activity without first obtaining the required
permits, no-objection certificates, and approvals from the DCAA;
3. obtain
from the concerned entities in the UAE all the approvals and licences required
for conducting any civil aviation-related activity;
4. comply
with the requirements and conditions of the permits, no-objection certificates,
and approvals required for conducting any civil aviation-related activity
throughout the validity period of such permits, no-objection certificates, or
approvals;
5. comply
with the conditions and controls of any permit, no-objection certificate, or
approval obtained for conducting any civil aviation-related activity;
6. not
make any alteration or amendment to any data or documents on the basis of which
a permit, a no-objection
certificate, or an approval for conducting any civil aviation-related activity
was issued, without first obtaining the approval of the DCAA;
7. provide
the DCAA, upon request, with any information, data, or statistics requested by
it in relation to the civil aviation sector;
8. develop
and implement a risk management assessment plan for civil aviation-related
activities in accordance with the model specified
by the DCAA; and
9. not
obstruct the work of DCAA inspectors and investigators; enable them to perform
their inspection and Investigation duties; not interfere with the conduct of such
inspection or Investigation in any way; and grant them access to any relevant
facilities, premises, data, records, and documents necessary for the
performance of their duties.
A Person who violates any of the provisions of this
Resolution will be punishable by the relevant penalties and administrative
measures prescribed by the above-mentioned Executive Council Resolution No. (4)
of 2017.
The Director General will issue the resolutions required for the implementation of this
Resolution. These resolutions will be published on the DCAA’s official website.
Any provision in any other resolution is hereby repealed to the extent that it contradicts the
provisions of this Resolution.
This Resolution will be published in the Official Gazette and will come into force on the day
on which it is published.
