2026
Concerning the
Rules and Criteria for Designating
Peak Hours, Premium Public Car Park Locations, Event Locations and Public Car
Parks Adjacent Thereto[1]

The Director General and Chairman of
the Board of Executive Directors of the Roads and Transport Authority,
After perusal of:
Law No. (17) of 2005 Establishing the
Roads and Transport Authority and its amendments; and
Executive Council Resolution No. (5)
of 2016 Regulating Car Parks in the Emirate of Dubai, its Implementing Bylaw,
and their amendments,
Does hereby issue this Resolution.
The words and expressions mentioned in
this Resolution have the same meanings respectively assigned to them in the
above-mentioned Executive Council Resolution No. (5) of 2016.
The peak hours during which the Parking
Fee applies are as follows:
1. On Weekdays (Monday to Saturday): From 8:00 a.m. to 10:00 a.m. and from 4:00 p.m. to 8:00 p.m.
2. During the Holy Month of Ramadan
(Monday to Saturday): From 8:00 a.m. to 10:00 a.m. and from
1:00 p.m. to 5:00 p.m.

The RTA is required to coordinate with the General Secretariat of the
Executive Council and the Department of Finance if it decides to change the
peak hours during which the Parking Fee applies. Any such changes must be made in
accordance with the criteria set out in Article (6) of this Resolution and must
be submitted to the Director General for approval pursuant to a resolution he
issues in this respect.
The off-peak hours during which the Parking Fee applies are as follows:
1. On Weekdays (Monday to Saturday): From 10:00 a.m. to 4:00 p.m. and from 8:00 p.m. to 10:00 p.m.
2. During the Holy Month of Ramadan
(Monday to Saturday): From 10:00 a.m. to 1:00 p.m., from
5:00 p.m. to 6:00 p.m., and from 8:00 p.m. to 12:00 midnight.
a.
The locations of premium Public Car Parks in Category (1) and Category (2)
are specified in Map (1) and Map (2) attached hereto.
b.
The RTA is required to coordinate with the General Secretariat of the
Executive Council and the Department of Finance if it decides to change these
locations. Any such changes must be made in accordance with the criteria set
out in Article (6) of this Resolution and must be submitted to the Director
General for approval pursuant to a resolution he issues in this respect.
a. The events during which the Parking
Fee applies to Public Car Parks adjacent thereto are specified in the Schedule
attached to this Resolution.
b. The locations of Public Car Parks
adjacent to the event venues referred to in paragraph (a) of this Article are
specified in Map (3) attached hereto.
c. The RTA is required to conduct an
annual review of the events and the locations of the Public Car Parks adjacent
thereto that are specified under this Article, and is required, in case of proposing
the addition or removal of any events or Public Car Park locations adjacent
thereto, to first coordinate with the General Secretariat of the Executive
Council and the Department of Finance. Any such proposals must be submitted to
the Director General for approval pursuant to a resolution he issues in this
respect.
a. Designating or changing premium Public
Car Park locations is subject to the following criteria:
1.
The location must be situated within a
straight-line distance of no more than seven hundred (700) metres from the
nearest public transport access point.
2.
The location must be situated on an
arterial road on which the traffic volume reaches at least seventy percent
(70%) of the road's design capacity, as determined by the total traffic volume recorded
over a one-hour period on days representing normal traffic conditions.
3.
The occupancy rate of Public Car Parks
at the location must be seventy percent (70%) or higher, measured over a
one-hour period on days representing normal traffic conditions.
b. Peak hours will be designated in
accordance with the technical standards and traffic management tools used by
the RTA for this purpose.
The Chief Executive Officer of the TRA will issue the instructions
required for the implementation of this Resolution.
Any provision in any other
administrative resolution is hereby repealed to the extent that it conflicts with
the provisions of this Resolution.
This Resolution will be published in
the Official Gazette and will come into force on the day on which it is
published.
