Approving the
Quality Framework for Early
Childhood Care and Education[1]

Director General of the Knowledge and Human Development Authority in Dubai,
After perusal of:
Law No. (2) of 2021 Concerning the
Knowledge and Human Development Authority in Dubai (the "KHDA");
Executive Council Resolution No. (2)
of 2017 Regulating Private Schools in the Emirate of Dubai;
Executive Council Resolution No.
(35) of 2020 Regulating Early Childhood Centres in the Emirate of Dubai and its
amendments; and
Executive Council Resolution No.
(17) of 2025 Approving the Organisational Structure of the Knowledge and Human
Development Authority in Dubai,
Does
hereby issue this Resolution.
Pursuant to this Resolution, the
Quality Framework for Early Childhood Care and Education (the “Framework”)
published on the KHDA’s official website, inclusive of all the standards,
requirements, and guidelines set out therein, is approved.
The Framework approved under this
Resolution applies to all Persons authorised by the KHDA to conduct the Early
Childhood Care and Education Activity in the Emirate of
Dubai.
The Education Quality Assurance and
Compliance Agency of the KHDA will regularly review the Framework approved
hereunder; and submit recommendations for its update
or amendment to the Director General to issue the relevant directives as he
deems appropriate. These updates and amendments must be published on the KHDA’s
official website.
This Resolution will be published in
the Official
Gazette and will come into force on the day on which it is published.
