Forming the

Steering Committee for the Future-Proofing of Dubai's Workforce Project[1]

We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,

After perusal of:

Law No. (5) of 1995 Establishing the Department of Finance;

Law No. (31) of 2009 Establishing the Dubai Government Human Resources Department and its amendments;

Law No. (26) of 2023 Concerning the Executive Council of the Emirate of Dubai; and

Decree No. (1) of 2023 Concerning Governance of the Councils/ Boards and Committees Affiliated to the Government of Dubai,

Do hereby issue this Resolution.

Definitions

Article (1)

The following words and expressions, wherever mentioned in this Resolution, have the meaning indicated opposite each of them unless the context implies otherwise:

Emirate:

The Emirate of Dubai.

Executive Council:

The Executive Council of the Emirate of Dubai.

Steering Committee:

The steering committee formed pursuant to this Resolution to oversee the implementation of the Project.

Project:

The Future-Proofing of Dubai's Workforce Project.

Chairman:

The Chairman of the Steering Committee.

Formation of the Steering Committee
Article (2)

a.    Pursuant to this Resolution, a committee named the “Steering Committee for the Future-Proofing of Dubai's Workforce Project” is formed in the Emirate under the chairmanship of the Director General of the Dubai Government Human Resources Department, and with the membership of:

1.    a representative from the Knowledge and Human Development Authority, as vice chairman;

2.    a representative from the General Secretariat of the Executive Council, as Member;

3.    a representative from the Department of Economy and Tourism in the Emirate of Dubai, as Member;

4.    a representative from the Department of Finance, as Member;

5.    a representative from the Dubai Digital Authority, as Member;

6.    a representative from the Dubai Government Human Resources Department, as Member;

7.    a representative from the Free Zone Council in the Emirate of Dubai, as Member;

8.    a representative from the Dubai Chambers, as Member;

9.    a representative from the Emirati Human Resources Development Council in Dubai, as Member; and

10.  Mrs. Eman Abdulrazzak Al Bastaki, as Member.

b.    The representatives of the entities referred to in paragraph (a) of this Article will be nominated by the officials in charge of these entities. These representatives must be experienced and specialised in the fields that are relevant to the Project.

Functions of the Steering Committee
Article (3)

The Steering Committee will undertake overall supervision of the Project. For this purpose, the Steering Committee will have the duties and powers to:

1.    exercise strategic oversight of, and follow up on, the implementation of the Project's approved plan based on the implementation phases set out in that plan. This includes approving the deliverables, recommendations, and timetable of each phase;

2.    review and evaluate the deliverables of each implementation phase of the Project and approve the Project’s final deliverables;

3.    liaise with the concerned Government Entities involved in the Project to provide it with the data it requests in relation to the functions of each entity, in a manner that enables the Steering Committee to implement and complete the Project;

4.    provide the necessary support to establish the digital environment in which the Project will be hosted, particularly the analytical engines to be developed during the Project's phases;

5.    propose any necessary amendments to the plans and strategies related to the Project;

6.    propose the resources and budget required for the short- and long-term implementation of the Project;

7.    provide the necessary support for conducting studies and research on the future workforce needs of the labour market across various fields;

8.    specify the mechanisms for measuring key performance indicators (KPIs) to assess progress in the implementation of the Project;

9.    collaborate and coordinate with Government Entities, the private sector, and academic and research institutions to ensure integration and coordination in the development of the workforce;

10.  form sub-committees and work teams pursuant to the relevant resolutions issued by the Chairman, which determine their duties, powers, terms of reference, and all other matters related to these sub-committees and work teams;

11.  provide strategic support to sub-committees and work teams, and endeavour to address any challenges that may arise during the implementation of the Project;

12.  seek assistance from experts and specialists as it deems appropriate, provided that they do not have a vote in its deliberations; and

13.  exercise any other duties or powers related to the Project as assigned to it by the Chairman of the Executive Council or his First Deputy.

Governance of the Steering Committee

Article (4)

The provisions of the above-mentioned Decree No. (1) of 2023 and the resolutions issued in pursuance thereof apply to all matters related to the governance of the Steering Committee; the procedures for convening its meetings and passing its resolutions and recommendations; the confidentiality of information; and the obligations and duties of the Chairman, Members, and Rapporteur of the Steering Committee.

Submission of Final Reports

Article (5)

a.    The Steering Committee will submit to the Chairman of the Executive Council, no later than the end of June 2025, a final report that includes the recommendations required for implementing the Project; the outcomes of the work and achievements of the Steering Committee; the difficulties and obstacles that the Steering Committee has faced in performing its duties; and the proposals it deems appropriate to address and overcome these difficulties and obstacles.

b.    Where required, the deadline referred to in paragraph (a) of this Article may be extended for any period determined by the Chairman of the Executive Council, upon the recommendation of the Chairman.

Cooperation with the Steering Committee

Article (6)

All concerned Government Entities must fully cooperate with the Steering Committee and its sub-committees and work teams; and must provide, in a timely manner and without delay, the data, information, statistics, documents, and studies requested and deemed necessary by the Steering Committee for implementing and completing the Project and for enabling it to perform its duties under this Resolution.

Financial Appropriations

Article (7)

The Department of Finance will provide the financial appropriations required to enable the Steering Committee to perform the functions vested in it under this Resolution.

Issuing Implementing Resolutions

Article (8)

The Chairman will issue the resolutions required for the implementation of the provisions of this Resolution.

Commencement and Publication

Article (9)

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
