Approving the

Technical Manuals of the Dubai Civil Aviation Authority^{^[1]}

The Director General of the Dubai Civil Aviation Authority,

After perusal of:

Law No. (7) of 2015 Concerning Airspace Safety and Security in the Emirate of Dubai;

Law No. (4) of 2020 Regulating Unmanned Aircraft in the Emirate of Dubai and its amendments;

Law No. (11) of 2020 Concerning the Dubai Civil Aviation Authority (the “DCAA”);

Decree No. (6) of 2024 Promoting and Appointing the Director General of the Dubai Civil Aviation Authority;

Executive Council Resolution No. (4) of 2017 Approving Fees and Fines of the Dubai Civil Aviation Authority; and

Administrative Resolution No. (20) of 2023 Approving the Conditions and Procedures for Issuing Civil Aviation-Related Permits in the Emirate of Dubai,

Does hereby issue this Resolution.

Approval of Technical Manuals

Article (1)

a. Pursuant to this Resolution, the following Technical Manuals are approved:

1. Unmanned Aircraft Accident Investigations Regulation;

2. Oversight and Compliance Standards for Aircraft and Associated Components Regulation;

3. Aviation Security Requirements;

4. Drone Countermeasures System Regulation;

5. Recreational Unmanned Aircraft Operations Directive;

6. Autonomous Unmanned Aircraft System (UAS) Landing Area Regulation;

7. Aviation Specialist – Certification Requirements;

8. Noise Abatement Monitoring Directive;

9. Flight Inspection Directive;

10. Airspace Change Management Directive;

11. Managing Change in Aviation Environment Directive;

12. Management of Unmanned Aircraft System (UAS) Notice to Airmen (NOTAM) Directive;

13. Falcon Training Utilising Unmanned Aircraft Directive;

14. Unmanned Traffic Management (UTM) System Certification Requirements; and

15. Approved Training Organisation Requirements.

b. The Technical Manuals set out in paragraph (a) of this Article, and any updates or amendments thereto, will be published on the DCAA official website.

Compliance with the Technical Manuals

Article (2)

All Government Entities, non-government entities, Operators, Practitioners, and establishments authorised by the DCAA to conduct civil aviation-related activities and professions in the Emirate of Dubai must comply with the Technical Manuals approved hereunder and published on the DCAA official website, and with any updates or amendments made thereto from time to time; and must take the necessary action to implement the same.

Repeals

Article (3)

Any provision in any other administrative resolution, technical manual, or directive is hereby repealed to the extent that it contradicts the provisions of this Resolution or the Technical Manuals approved hereunder.

Commencement and Publication

Article (4)

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
