Approving the Technical Guidelines for the

Evaluation and Classification of Establishments Engaged in

Waste-related Activities in the Emirate of Dubai[1]

The Director General of the Dubai Municipality,

After perusal of:

Law No. (18) of 2024 Regulating Waste Management in the Emirate of Dubai;

Decree No. (34) of 2022 Establishing the Agencies Affiliated to the Dubai Municipality and Determining their Functions;

The Order of 1961 Establishing the Dubai Municipality;

Executive Council Resolution No. (58) of 2017 Approving the Fees and Fines for Waste Disposal in the Emirate of Dubai; and

Executive Council Resolution No. (43) of 2022 Approving the Organisational Structure of the Dubai Municipality,

Does hereby issue this Resolution.

Definitions

Article (1)

The words and expressions mentioned in this Resolution will have the same meaning assigned to them in the above-mentioned Law No. (18) of 2024. The term “Agency”, wherever mentioned in this Resolution, means the Waste and Sewerage Agency of the Dubai Municipality.

Approval of the Technical Guidelines

Article (2)

a.    Pursuant to this Resolution, the following Technical Guidelines are approved:

1.    Technical Guidelines for the Evaluation and Classification of Waste Collection and Transportation Establishments;

2.    Technical Guidelines for the Evaluation and Classification of Waste Trading Establishments; and

3.    Technical Guidelines for the Evaluation and Classification of Waste Treatment and Recycling Establishments.

b.    The Technical Guidelines referred to in paragraph (a) of this Article, including the technical requirements, conditions, and standards set forth therein, as well as any subsequent updates or amendments thereto, will be published on the DM’s official website.

Review and Update of the Technical Guidelines

Article (3)

The Agency will be responsible for periodically reviewing the Technical Guidelines approved hereunder, and updating or amending them where required. These updates and amendments must be published on the DM’s official website following approval by the Agency’s Chief Executive Officer.

Compliance with the Technical Guidelines

Article (4)

All Establishments authorised by the DM to conduct any of the Waste-related activities in the Emirate must comply with, and take the necessary actions to implement, the Technical Guidelines approved hereunder, as published on the DM’s official website, including any updates or amendments thereto from time to time.

Compliance with this Resolution

Article (5)

All Establishments authorised by the DM to conduct any of the Waste-related activities in the Emirate must comply with the provisions of this Resolutions within six (6) months from the date on which it comes into force. The Chief Executive Officer of the Agency may, where required, extend this grace period once for the same period.

Repeals

Article (6)

Any provision in any other administrative resolutions, guidelines, or instructions is hereby repealed to the extent that it contradicts the provisions of this Resolution or the Technical Guidelines approved hereunder.

Publication and Commencement

Article (7)

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.
