Supreme
Organising Committee of the
33rd
Al Gaffal Traditional Dhow Sailing Race 2024[1]

Chairman of the Board of Directors of the Dubai International Marine Club,
After
perusal of:
Law
No. (11) of 2009 Concerning the Dubai Sports Council and its amendments;
Decree
No. (7) of 1994 Establishing a Public Corporation Named the “Dubai
International Marine Club” (the “DIMC”);
Decree
No. (34) of 2019 Affiliating the Victory Team Establishment to the Dubai
International Marine Club;
Resolution
No. (1) of 2024 Forming the Board of Directors of the Dubai International
Marine Club (the “Board of Directors”); and
the
DIMC Bylaws regulating the 60FT traditional dhow sailing races, and
For
the purpose of accelerating preparations and developing the required plans for
organising the 33rd edition of the 60FT Traditional Dhow Sailing Race (the
"Al Gaffal Race"), in accordance with the budget approved by
the Dubai Sports Council,
Does
hereby issue this Resolution.
Pursuant
to this Resolution, the Supreme Organising Committee of Al Gaffal Race (the “Supreme
Committee”) is formed within the DIMC, under the chairmanship of Mr. Ahmed
Saeed bin Meshar, Chairman of the Board of Directors, and with the membership
of:
1.

Mr. Khalid
Khamis bin Dasmal, |
Member of
the Board of Directors, as member; |

Mr. Khalid

the Board of Directors, as member; |
4.

Mr.
Mohammad Abdulla Harib |
Member of
the Board of Directors and Chief Executive Officer of the DIMC, as member;
and |
5. |
Mr.
Mohammad Fadl Al Saadi, |
Head of
the DIMC Corporate Communication Office, as
rapporteur. |
The
Supreme Committee will be responsible for ensuring the success of the Al Gaffal
Race. For this purpose, the Supreme Committee will have the duties and powers
to:
1.
oversee preparations and
arrangements for all aspects of the Al Gaffal Race, ensuring the availability
of administrative, logistical, and technical requirements for the race;
2.
review coordination and
communication arrangements with the media, addressing essential requirements to
efficiently and effectively manage the Al Gaffal Race and ensure outstanding
media coverage along the sailing route;
3.
examine plans for coordination and
collaboration with government entities and other stakeholders to secure the
nautical stage of Al Gaffal Race;
4.
ensure the availability of the
necessary communication channels and the readiness and functionality of wired
and wireless communication devices and equipment;
5.
ensure the communication of
directives aimed at educating and guiding participants on the importance of
adhering to the general rules and
regulations of the Al Gaffal Race; verify participants’ understanding of
these directives; and provide participants with the necessary support and
assistance;
6.
review plans for compliance with
public health, safety, and environment protection regulations; and ensure the
availability of adequate medical coverage and readiness plans to facilitate a
prompt response by medical rescue teams in the event of emergencies along the Al Gaffal Race sailing
route;
7.
form sub-committees and work teams;
and determine their duties and powers;
8.
seek assistance from experts and
specialists, as it deems appropriate, to enable it to efficiently and
effectively perform its duties; and
9.
exercise any other duties or powers
required for ensuring the exceptional success of the Al Gaffal Race, addressing
and closing any gaps identified in the 32nd edition of the Al Gaffal Race held
in 2023.
a.
Pursuant to this Resolution, a
committee named the “Appeals Committee” is established within the DIMC.
The Appeals Committee will consider the appeals and grievances submitted by the
participants of Al Gaffal Race in respect of all matters pertaining to the
race. The Appeals Committee must consider and determine the submitted appeals
and grievances in accordance with the relevant regulatory bylaws approved by
the DIMC.
b.
The Chairman of the Board of
Directors will, where required, appoint a chairman and members to the Appeals
Committee established hereunder.
c.
The Appeals Committee established
hereunder may seek, as it deems appropriate, assistance from experts and
specialists in traditional dhow sailing races. These experts and specialists
will not have the right to vote in the Appeals Committee’s deliberations or on
its decisions.
The
Supreme Committee will submit, through its Chairman, to the Dubai Sports
Council a final report on the results of Al Gaffal Race; the procedures adopted
by the Supreme Committee and other organising committees; the achieved
accomplishments; and any difficulties, obstacles, and challenges encountered,
together with the actions taken to address them to enable the Dubai Sports
Council to take any action it deems appropriate in this respect.
This
Resolution comes into force on the day on which it is issued, and will be
published in the Official Gazette.
