Concerning the Office of His Highness the Crown Prince of Dubai[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,

After perusal of:

Law No. (1) of 2016 Concerning the Financial Regulations of the Government of Dubai, its Implementing Bylaw, and their amendments;

Decree No. (4) of 2008 Appointing the Crown Prince of the Emirate of Dubai;

Decree No. (63) of 2023 Appointing the Director General of the Office of His Highness the Crown Prince of Dubai; and

The Resolution Establishing the Office of His Highness the Crown Prince of Dubai and Appointing its Director General, issued on 18 February 2009,

Do hereby issue this Law.

Title of the Law

Article (1)

This Law will be cited as “Law No. (2) of 2024 Concerning the Office of His Highness the Crown Prince of Dubai”.

Definitions

Article (2)

The following words and expressions, wherever mentioned in this Law, will have the meaning indicated opposite each of them unless the context implies otherwise:

Emirate:

The Emirate of Dubai.

Ruler:

His Highness the Ruler of Dubai.

Crown Prince:

The Crown Prince of the Emirate.

Government:

The Government of Dubai.

CPO:

The Office of His Highness the Crown Prince of Dubai.

Director General:

The director general of the CPO.

 

Applicability of the Law to the CPO

Article (3)

The provisions of this Law apply to the Office of His Highness the Crown Prince of Dubai established pursuant to the above-mentioned resolution issued on 18 February 2009, as a Government office having legal personality and the legal capacity required to undertake the acts and dispositions that enable it to exercise its duties and powers under this Law, the resolutions issued in pursuance hereof, and other legislation in force in the Emirate. The CPO is affiliated to the Crown Prince.

Head Office of the CPO

Article (4)

The head office of the CPO will be located in the Emirate.

Functions of the CPO

Article (5)

The CPO will provide all forms of support and assistance to the Crown Prince to enable Him to exercise the duties and powers assigned to Him by the Ruler or under the legislation in force in the Emirate. In particular, the CPO will, without prejudice to the functions and powers of the concerned Government Entities under the legislation in force, have the duties and powers to:

1.    manage and follow up the affairs and work of the Crown Prince within and outside of the Emirate;

2.    develop and implement, in coordination with the concerned entities in the Emirate, the media strategy of the Crown Prince across various media and communication channels and platforms; and ensure the quality of the media messages delivered in respect of the activities and initiatives launched by the Crown Prince;

3.    receive the correspondence sent to the Crown Prince by official entities within and outside of the Emirate, and follow up the implementation of the directives of the Crown Prince, in accordance with the relevant adopted procedures;

4.    propose and organise the visits and activities of the Crown Prince within and outside of the Emirate;

5.    prepare and make arrangements for the Crown Prince’s participation in local and international meetings, conferences, and official visits;

6.    consider the matters assigned by the Crown Prince, and provide advice and opinion in respect thereof, in coordination with the concerned entities in the Emirate;

7.    conduct studies and make proposals for the development projects commissioned by the Crown Prince, in coordination with the concerned entities in the Emirate;

8.    follow up the implementation of the plans, programmes, projects, and initiatives commissioned by the Crown Prince; and submit, through the Director General, periodic reports to the Crown Prince on the implementation of these plans, programmes, projects, and initiatives, in coordination with the concerned entities in the Emirate;

9.    create a database that supports and enables the Crown Prince to make informed decisions or issue directives as He deems appropriate, in coordination with the concerned entities in the Emirate; and

10.  exercise any other duties or powers assigned to it by the Ruler or the Crown Prince.

Director General

Article (6)

a.    A Director General will be appointed to the CPO pursuant to a decree issued by the Ruler based on the recommendation of the Crown Prince.

b.    The Director General will undertake general supervision of the management of the CPO and the administration of its affairs. The Director General will be directly responsible to the Crown Prince for ensuring the exercise by the CPO of its duties and powers under this Law, the resolutions issued in pursuance hereof, and other legislation in force in the Emirate. In particular, the Director General will have the duties and powers to:

1.    approve the general policy and strategic, development, and operational plans of the CPO;

2.    approve the programmes, projects, and activities of the CPO; supervise the preparation of the necessary implementation plans of these programmes, projects, and activities; and submit periodic reports on the implementation outcomes of the same to the Crown Prince to issue His directives and make the necessary decisions in respect thereof;

3.    approve, in coordination with the concerned entities in the Emirate, the draft annual budget and Financial Statements of the CPO; and submit the same to the Crown Prince for final approval;

4.    approve the organisational structure, bylaws, regulations, and resolutions regulating the financial, administrative, technical, contractual work of the CPO, including its human resources regulation;

5.    appoint external auditors and determine their remuneration;

6.    open, manage, and close the CPO's accounts with banks and financial institutions, in accordance with the powers vested in him by the Crown Prince and with the legislation in force in the Emirate;

7.    arrange and organise the agenda of the Crown Prince;

8.    supervise the preparation of reports on the matters considered by the CPO, and submit the same to the Crown Prince to give the relevant directives;

9.    submit to the Crown Prince periodic reports on the outcomes of the work and accomplishments of the CPO, the obstacles encountered by the CPO, and the solutions and proposals recommended by the CPO in order for Him to give the relevant directives;

10.  follow up and perform the duties and directives assigned to him by the Crown Prince; coordinate with the concerned entities in the Emirate to ensure the performance of the same; and submit the relevant reports to the Crown Prince to give the relevant directives;

11.  supervise the CPO’s executive body and follow up its work, and appoint competent and specialised employees;

12.  form permanent and temporary committees and work teams; and determine their duties, powers, and terms of reference;

13.  supervise the achievement by the executive body of the CPO of the approved performance indicators, and submit periodic reports on its performance outcomes to the Crown Prince  to issue His directives and make the necessary decisions in this respect;

14.  represent the CPO before third parties; and conclude contracts and agreements as required to enable the CPO to exercise its duties and powers under this Law, the resolutions issued in pursuance hereof, and other legislation in force in the Emirate; and

15.  exercise any other duties or powers related to enabling the CPO to perform its functions under this Law, the resolutions issued in pursuance hereof, and other legislation in force in the Emirate; as assigned or delegated to him by the Crown Prince.

c.     The Director General may delegate to any of the CPO employees any of his powers under paragraph (b) of this Article, provided that such delegation is specific, in writing, and in accordance with the relevant chart of approval powers approved by the Crown Prince.

Executive Body of the CPO

Article (7)

a.    The executive body of the CPO will be comprised of the Director General and a number of administrative, technical, and finance employees.

b.    The executive body will be responsible for performing the operational work of the CPO, implementing its approved policies and strategic plans, and following up the implementation of the resolutions issued by the Crown Prince and the Director General.

c.     The rights, duties, and terms of employment of the employees of the CPO will be prescribed by the relevant human resources regulation approved by the Director General.

Management of Accounts and Records, and Financial Year

Article (8)

a.    In managing its accounts and records, the CPO will apply the rules and principles of government accounting.

b.    The Financial Year of the CPO will commence on 1 January and will end on 31 December of each year, except that its first Financial Year will commence as of the date this Law comes into force and will end on 31 December of the following year.

 

Financial Resources of the CPO

Article (9)

The financial resources of the CPO will consist of:

1.    the annual budget approved for the CPO as part of the General Budget of the Emirate;

2.    the movable and immovable property allocated to the CPO by the Government; and

3.    any other resources approved by the Crown Prince.

Cooperation with the CPO

Article (10)

The Government Entities in the Emirate and the companies owned by the Government, or in which the Government holds shares, must fully cooperate with the CPO and provide it with the data, information, statistics, documents, and studies it requests and deems necessary to enable it to perform its functions under this Law, the resolutions issued in pursuance hereof, and other legislation in force in the Emirate; and must provide the CPO, upon request, with the necessary support.

Issuing Implementing Resolutions

Article (11)

The Director General will issue the resolutions required for the implementation of the provisions of this Law.

Repeals

Article (12)

The above-mentioned resolution issued on 18 February 2009 is hereby repealed. Any provision in any other legislation will is also hereby repealed to the extent that it contradicts the provisions of this Law.

Commencement and Publication

Article (13)

This Law comes into force on the day on which it is issued, and will be published in the Official Gazette.
