Concerning the Collection of a Fee for

Using the Facilities of Dubai Airports^{^[1]}

We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,

After perusal of:

Law No. (23) of 2007 Establishing the Dubai Airports Corporation;

Law No. (14) of 2009 Concerning the Pricing of Government Services in the Emirate of Dubai and its amendments;

Law No. (1) of 2016 Concerning the Financial Regulations of the Government of Dubai, its Implementing Bylaw, and their amendments;

Law No. (26) of 2023 Concerning the Executive Council of the Emirate of Dubai; and

Executive Council Resolution No. (8) of 2016 Concerning the Collection of a Fee from Passengers for Using the Facilities of Dubai Airports,

Do hereby issue this Resolution.

Fee Collection

Article (1)

a. In return for using the facilities of Dubai airports, a fee of forty dirhams (AED 40.00) will be collected from any passenger, including transit passengers, departing the United Arab Emirates from any of these airports.

b. Passengers who are less than two (2) years old; pilots and flight crew members on duty; and transit passengers whose arrival and departure flight number is the same are hereby exempted from the payment of the fee referred to in paragraph (a) of this Article.

Responsibility for Collecting the Fee

Article (2)

Airlines operating in Dubai airports will be responsible for collecting the fee referred to in Article (1) of this Resolution. As of 1 March 2024, the fee will be collected by these airlines upon issuing air tickets to their customers within or outside of the United Arab Emirates where the date of departure from any of Dubai airports is scheduled to be after 31 March 2024. Airlines must transfer the collected fees to the Dubai Airports Corporation.

Variation of the Fee

Article (3)

a. The fee referred to in Article (1) of this Resolution will be progressively increased as follows:

1. forty-five dirhams (AED 45.00) starting from 31 March 2025; and

2. fifty dirhams (AED 50.00) starting from 31 March 2026.

b. The fee referred to in paragraph (a) of this Article will be collected in the same manner stipulated in Article (2) of this Resolution.

Payment of the Fee

Article (4)

The fee collected pursuant to this Resolution will be paid to the Public Treasury of the Government of Dubai.

Repeals

Article (5)

The above-mentioned Executive Council Resolution No. (8) of 2016 is hereby repealed. Any provision in any other resolution is also hereby repealed to the extent that it contradicts the provisions of this Resolution.

Commencement and Publication

Article (6)

This Resolution comes into force on 1 January 2024, and will be published in the Official Gazette.
