Determining the Competent Authority in the
Emirate of Dubai for Purposes of Implementing Federal
Law by Decree No. (6) of 2022 Concerning Cooperatives[1]

We, Mohammed bin Rashid Al
Maktoum, Ruler of Dubai,
After perusal of:
Federal Law by Decree No. (6) of 2022 Concerning Cooperatives; and
Law No. (20) of 2021 Establishing the Department of Economy and Tourism in the Emirate of Dubai (the “DET”),
Do hereby issue this Decree.
a. The DET is hereby determined as the competent entity in the Emirate of Dubai in charge of exercising all the duties and powers assigned to the Competent Authority under the above-mentioned Federal Law by Decree No. (6) of 2022 and the resolutions issued in pursuance thereof. In particular, the DET will be in charge of registering, licensing, and announcing the incorporation of Cooperatives; and overseeing and monitoring Cooperatives as well as their activities, Members, and shareholders.
b. The DET may seek the assistance of public and private entities in exercising the duties and powers assigned to it under paragraph (a) of this Article. This assistance will be provided pursuant to an agreement which defines the rights and obligations of both parties.
All the resolutions issued prior to the effective date of this Decree by the DET, in its capacity as the Competent Authority for purposes of implementing the provisions of the above-mentioned Federal Law by Decree No. (6) of 2022 and the resolutions issued in pursuance thereof, are deemed valid.
This Decree comes into force on the day on which it is issued, and will be published in the Official Gazette.
