Decree No. (15) of 2022
Forming the
Supreme Committee for Overseeing the Dubai Expo 2020 District[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,
After perusal of:
Law No. (5) of 1995 Establishing the
Department of Finance;
Law No. (3) of 2003 Establishing the
Executive Council of the Emirate of Dubai; and
Decree No. (28) of 2015 Concerning
Governance of the Boards and Committees Affiliated to the Government of Dubai,
Do hereby issue this Decree.
The following words
and expressions, wherever mentioned in this Decree, will have the meaning
indicated opposite each of them unless the context implies otherwise:

A Committee named
the “Supreme Committee for Overseeing the Dubai Expo 2020 District” is hereby
formed in the Emirate of Dubai under the chairmanship of His Highness Sheikh
Ahmad bin Saeed Al Maktoum, and with the membership
of:
1. H.E. Mohammed Ibrahim Al Shaibani;
2. H.E. Reem Ibrahim Al Hashimi;
3. H.E. Abdul Rahman Saleh Al Saleh; and
4. Mr. Helal Saeed Al Marri.
The Supreme
Committee will have the duties and powers to:
1. formulate the general policy for the development and upgrade of the Dubai Expo 2020 District and supervise the implementation, governance, and development of all projects, initiatives, programmes, and activities to be implemented in the district;
2. supervise, in coordination with the concerned entities, the preparation and implementation of the comprehensive plan for the development of the Dubai Expo 2020 District;
3. ensure that the plan for the development and upgrade of the Dubai Expo 2020 District is progressing in accordance with the set plans and the strategic performance indicators approved for it and is aligned with the Government priorities and orientations; and that it achieves its approved objectives in this regard;
4. supervise the rehabilitation of the Dubai Expo 2020 District infrastructure, and ensure that the concerned entities implement the rehabilitation and development works in the district;
5. supervise the provision of investment opportunities in the Dubai Expo 2020 District through partnership with the private sector;
6. approve, in coordination with the concerned entities, the plan for promoting and marketing the Dubai Expo 2020 District locally and internationally;
7. coordinate with the concerned entities in the Emirate to ensure the availability of the budget funds required for implementing the approved plan for the development and upgrade of the Dubai Expo 2020 District;
8. form sub-committees and work teams to assist it in performing its duties; and determine their functions and terms of reference, and all other matters related to these sub-committees and work teams;
9. seek assistance from the experts and specialists as it deems appropriate, and invite them to attend its meetings without having the right to vote in its deliberations;
10. submit to the Ruler, or his authorised representative, periodic reports that include the recommendations, outcomes of the work, and achievements of the Supreme Committee; and
11. exercise any other duties or powers that are relevant to the development and upgrade of the Dubai Expo 2020 District, as assigned to it by the Ruler or the Chairman of the Executive Council.
a. The Supreme Committee will convene at the invitation of the Chairman at least once every two (2) months, or where necessary, at the time and place determined by the Chairman.
b. At its first meeting, the Supreme Committee will elect a vice chairman, who will act as the Chairman where the Chairman is absent or becomes incapable of performing his duties.
c. Meetings of the Supreme Committee will be valid if attended by the majority of its Members, provided that the Chairman or vice chairman is in attendance.
d. The Supreme Committee will pass its resolutions and recommendations by majority vote of the attending Members; and in the event of a tie, the chair of the meeting will have a casting vote.
a. A rapporteur will be appointed to the Supreme Committee by the Chairman.
b. The Supreme Committee rapporteur will have the duties to:
1. prepare the Supreme Committee meeting agendas in accordance with the rules approved by the Chairman in this respect, and notify the Supreme Committee Members of the same within sufficient time prior to meetings;
2. send invitations to the Supreme Committee Chairman and Members to attend its meetings;
3. record minutes of meetings and follow up the implementation of resolutions and recommendations;
4. verify that quorums of meetings are present, and inform the Chairman of the same;
5. supervise the maintenance and organisation of the records and documents of the Supreme Committee;
6. provide all the administrative support required to enable the Supreme Committee to perform its duties under this Decree and other legislation in force in the Emirate;
7. implement the administrative directives issued to him by the Chairman; and
8. perform any other duties assigned to him by the Chairman.
The above-mentioned
Decree No. (28) of 2015, or any other superseding legislation, applies to the
management of the meetings of the Supreme Committee, to the confidentiality of
information, to the duties of the Chairman and Members of the Supreme Committee, and to all other matters related to
governance of the Supreme Committee.
The Supreme
Committee will have an administrative and executive body appointed by the
Chairman or his authorised representative. This body will provide
administrative and technical support to the Supreme Committee and to its
sub-committees and work teams to enable them to perform their duties under this
Decree.
All Government
Entities, and other entities in the Emirate, concerned with the development and
upgrade of the Dubai Expo 2020 District must fully cooperate with the
Supreme Committee and its sub-committees and work teams; and provide the data, information, statistics, documents, and studies as requested and deemed necessary by the
Supreme Committee to enable it to perform its duties under this Decree.
The tenure of the
Supreme Committee will be three (3) years, renewable pursuant to a resolution
of the Chairman of the Executive Council issued upon the recommendation of the
Chairman.
The Department of
Finance must provide the budget
funds required to enable
the Supreme Committee to perform its duties under this Decree.
The Chairman will
issue the resolutions required for the implementation of the provisions of this
Decree.
This Decree comes
into force on the day on which it is issued, and will be published in the
Official Gazette.
