Executive Council Resolution No. (13) of 2022

Regulating the Use of Cycles in the Emirate of Dubai[1]

The Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority,

After perusal of:

Law No. (17) of 2005 Establishing the Roads and Transport Authority and its amendments;

Executive Council Resolution No. (13) of 2022 Regulating the Use of Cycles in the Emirate of Dubai; and

Administrative Resolution No. (468) of 2019 Determining the Technical Requirements for Using Pedal Cycles and the Obligations of their Riders,

Does hereby issue this Resolution.

Definitions

Article (1)

The following words and expressions, wherever mentioned in this Resolution, will have the meaning indicated opposite each of them unless the context implies otherwise:

 

Emirate:

The Emirate of Dubai.

Executive Council Resolution:

Executive Council Resolution No. (13) of 2022 Regulating the Use of Cycles in the Emirate of Dubai.

RTA:

The Roads and Transport Authority.

TRA:

The Traffic and Roads Agency of the RTA.

Road:

Any public way in the Emirate on which traffic movement is allowed, including all types of roads, public squares, bridges, public car parks, pavements, and pedestrian crossings.

Cycle:

This includes Pedal Cycles, Electric Bikes, Electric Scooters, and any other type of cycles determined by the RTA.

Pedal Cycle:

A two- or more-wheeled Vehicle which is not equipped with an engine and is propelled by the physical power of the Cyclist.

Electric Bike:

A two- or more-wheeled Vehicle which is equipped with an electric engine and propelled by that engine or by the physical power of the Cyclist; and whose size is relatively similar to a Pedal Cycle.

Electric Scooter:

A two- or more-wheeled Vehicle which is equipped with an electric engine and propelled by that engine or by the physical power of the Cyclist; which is ridden standing up; and which has no seat.

Cycle Lane:

A Road lane designated by the RTA for Cycles, depending on the nature and uses of the Road and the type of Cycle.

Cyclist:

The rider of a Cycle, including a trainee Cyclist.

Rider’s Permit:

A document issued by the RTA authorising a person to ride an


Electric Scooter on the Cycle Lanes designated by the RTA.

Establishment and Maintenance of Cycle Lanes

Article (2)

Cycle Lanes will be established and maintained in accordance with the technical requirements, standards, and manuals adopted by the RTA and published on its website.

Determining Cycle Lanes

Article (3)

Cycle Lanes are  determined for different types of Cycles as follows:

I.   Pedal Cycles and Electric Bikes may be used on:

1.    the Cycle Lanes designated for these types of Cycles, as displayed on information signs;

2.    the Cycle Lanes designated for use by pedestrians, Pedal Cycles, and Electric Bikes, as displayed on information signs;

3.    internal Roads and byroads with a maximum speed limit of sixty kilometres per hour (60 kph);

4.    the right side of the Roads on which the riding of Pedal Cycles and Electric Bikes is allowed, as marked by printed signs or by information signs; and

5.    safe Roads and Roads designated for use by Vehicles, Pedal Cycles, and Electric Bikes, as displayed on the information signs.

II. Electric Scooters may be used on:

1.    the Cycle Lanes designated for use by Electric Scooters with a maximum speed limit of twenty kilometres per hour (20 kph);

2.    safe Roads and Roads designated for use by Vehicles and Electric Scooters in flexible mobility areas, as displayed on the information signs; and

3.    the right side of the Roads on which the riding of Cycles is allowed, as marked by printed signs or by information signs.

Technical Requirements for Cycles

Article (4)

In addition to the requirements stipulated in the Executive Council Resolution, a Cycle must meet the following technical requirements:

1.    The specifications of the Cycle must be suitable for the climate of the UAE.

2.    The Cycle tyres must be free from any defect that may cause damage to Roads or Cycle Lanes, or compromise the safety of the Cyclist or the users of Roads or Cycle Lanes.

3.    The air pressure of the tyres of the Cycle must be maintained at a level that makes it suitable for use on Roads or Cycle Lanes.

Requirements and Conditions for Using Cycles

Article (5)

The requirements and conditions for using Cycles in the Emirate are as follows:

1.    A Rider’s Permit must be obtained for using an Electric Scooter or any other type of Cycles for which the RTA requires such a permit.

2.    A Cycle must be ridden in the areas, and on the Cycle Lanes, designated for the type of that Cycle, in accordance with the rules prescribed by the RTA in this respect.

3.    A Cyclist must observe the speed limits and instructions prescribed by the RTA while riding the Cycle in the areas and on the Cycle Lanes designated for the type of that Cycle.

4.    A Cyclist must not ride a Pedal Cycle or an Electric Bike on Roads with speed limits exceeding sixty kilometres per hour (60 kph).

5.    A Cyclist must observe the relevant security and public safety requirements prescribed by the RTA.

6.    A Cycle must be parked in the parking places designated for it.

7.    A Cyclist must comply with the instructions displayed on the information signs installed on Roads and Cycle Lanes.

Requirements for Cyclists

Article (6)

A Cyclist must meet the following requirements:

1.    be medically fit to ride the Cycle;

2.    wear the gear appropriate for the Cycle;

3.    be acquainted with the instructions, requirements, and conditions for riding the Cycle;

4.    be of the age required for riding the specific type of the Cycle; and

5.    meet the requirements for training on riding the Cycle.

Rider’s Permit Issuance Conditions and Procedures

Article (7)

a.    A duly completed application for a Rider’s Permit will be submitted through the electronic system adopted by the RTA.

b.    To be issue with a Rider’s Permit, an applicant must:

1.    not be less than sixteen (16) years of age;

2.    complete the training course offered through the RTA website; and

3.    submit an undertaking to meet the Cyclist obligations prescribed by the Executive Council Resolution and this Resolution.

c.     Holders of rider licences issued in the United Arab Emirates or in any of the countries whose licenses are accepted under the legislation in force in the Emirate, and holders of valid international rider licenses, are hereby exempted from the requirement to obtain a Rider’s Permit to use an Electric Scooter, or any other type of Cycles determined by the RTA, if these licences entitle them to ride the Electric Scooter or that type of Cycles, as the case maybe.

Issuing Instructions

Article (8)

The Chief Executive Officer of the TRA will issue the instructions required for the implementation of this Resolution.

Repeals

Article (9)

The above-mentioned Administrative Resolution No. (468) of 2019 is hereby repealed. Any provision in any other administrative resolution is also hereby repealed to the extent that it contradicts the provisions of this Resolution.

Publication and Commencement

Article (10)

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.
