Prescribing the Requirements and Procedures for Exempting

Vehicles and Categories from Payment of the Traffic Toll (Salik)[1]

The Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority,

After perusal of:

Law No. (17) of 2005 Establishing the Roads and Transport Authority and its amendments (the “RTA”);

Law No. (22) of 2006 Concerning the Traffic Toll in the Emirate of Dubai and its amendments;

Executive Council Resolution No. (15) of 2020 Approving the Organisational Structure of the Roads and Transport Authority;

Administrative Resolution No. (16) of 2008 Concerning the Procedures and Requirements for Exempting Vehicle Categories from Payment of the Traffic Toll (Salik); and

Administrative Resolution No. (361) of 2019 Issuing the Implementing Bylaw of Law No. (22) of 2006 Concerning the Traffic Toll in the Emirate of Dubai,

Does hereby issue this Resolution.

Exempted Vehicles and Categories

Article (1)

The following motor Vehicles and categories, which are specified in the above-mentioned Law No. (22) of 2006 and Administrative Resolution No. (361) of 2019, will be exempted from payment of the Traffic Toll (Salik) in accordance with the requirements and procedures prescribed herein:

1.    Mass transport Vehicles, including:

a.    Government entity staff buses;

b.    student buses; and

c.     public transport buses.

2.    Vehicles of the following categories:

a.    the Armed Forces and Ministry of Defence;

b.    the Dubai Police;

c.     the federal police and police forces of other emirates;

d.    the civil defence;

e.    ambulance service providers;

f.     the Ministry of Interior; and

g.    the State Security Authority.

3.    Vehicles of persons with disabilities, including:

a.    Vehicles owned by centres for persons with disabilities and designated for transporting these persons;

b.    Vehicles owned by individuals and designated for transporting persons with disabilities; and

4.    Vehicles of charitable associations and public-benefit foundations in the UAE.

Exemption Eligibility Requirements for Vehicles and Categories

Article (2)

Requirements for exempting the motor Vehicles and categories referred to in Article (1) of this Resolution from payment of the Traffic Toll (Salik) will be determined in accordance with Schedules (1), (2), (3), and (4) attached hereto.

Exemption Process and Procedures

Article (3)

The process and procedures for exempting the motor Vehicles and categories specified in Article (1) of this Resolution from payment of the Traffic Toll (Salik) will be as follows:

1.    An entity wishing to be exempted from payment of the Traffic Toll (Salik) will submit an application to the Traffic and Roads Agency of the RTA on the form prescribed by it for this purpose.

2.    The documents and data required by the Traffic and Roads Agency of the RTA must be provided. This includes a copy of the registration card of the Vehicle in respect of which exemption is requested.

3.    The applicant for exemption will provide a written undertaking confirming that the Vehicle will be used for the purposes for which the exemption is granted; that he accepts full responsibility in case he fails to inform the Traffic and Roads Agency of the RTA if he disposes of the Vehicle or uses it for other than the purposes based on which exemption is granted; and that he will be bound to return any cards issued to him by the RTA based on the exemption.

Review and Update

Article (4)

The Traffic and Roads Agency of the RTA will review and update the requirements and procedures for exempting motor Vehicles and categories from payment of the Traffic Toll (Salik) every two (2) years, and will submit the same to the Director General of the RTA for approval.

Repeals

Article (5)

The above-mentioned Administrative Resolution No. (16) of 2008 is hereby repealed. Any provision in any other administrative resolution will also be repealed to the extent that it contradicts the provisions of this Resolution.

Publication and Commencement

Article (6)

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.

Schedule (1)

Requirements for Exempting Mass Transport

Motor Vehicles from Payment of the Traffic Toll (Salik)

 

Vehicle Type

Exemption Eligibility Requirements

Government entity staff buses

- The number of the Government entity staff using buses must not be less than one hundred (100).

- The bus seating capacity must not be less than twenty-six (26) passengers.

- The bus must be owned or rented by the Government entity.

- The bus must be designated for transporting employees.

Student buses

- The bus must be owned by, and registered in the name of, the educational institution; or rented by it.

- The exemption must be renewed one (1) year after the date on which it is granted.

- The bus must be designated for transporting students.

Public transport buses

- The bus must be owned or operated by the RTA.

- The bus must be designated for public transport.

 


 

Schedule (2)

Requirements for Exempting Paramilitary, Armed Forces, and

Ambulance Motor Vehicles from Payment of the Traffic Toll (Salik)

-     Vehicles of local police forces of emirates other than the Emirate of Dubai must bear the official logo of these forces, and will be exempted from payment subject to the following rules:

1.   The exemption of any Vehicle will continue to be valid for at least two (2) years from the date on which that exemption takes effect unless proof that the Vehicle has been removed from the traffic file is submitted.

2.   Where the exemption from payment is revoked for a Vehicle and is granted to another Vehicle, the fines, if any, payable in respect of the newly exempted Vehicle will not be cancelled.

Up to fifty (50) Vehicles

Civil defence

All emirates of the UAE

The Vehicle must be owned by, and bears the official logo of, the Directorate General of Civil Defence of the respective emirate.

All Vehicles

Ambulance service providers

All emirates of the UAE

The Vehicle must be owned by any of the federal government entities, local Government entities, or private entities authorised to provide ambulance services; and must bear the official logo of that entity.

All Vehicles

Ministry of Interior

All emirates of the UAE

The Vehicle must bear the Ministry of Interior’s logo.

Up to five hundred (500) Vehicles

State Security Authority

All emirates of the UAE

The Vehicle must be owned by the State Security Authority, and must be used for security purposes.

Schedule (3)

Requirements for Exempting Motor Vehicles under the Persons with

Disabilities Category from Payment of the Traffic Toll (Salik)

Vehicle Type

Exemption Eligibility Requirements

Vehicles owned by centres for persons with disabilities and designated for transporting these persons

- The Vehicle must be owned by the centre.

- The Vehicle must be customised for use by persons with disabilities.

- A letter must be submitted to prove that the centre is authorised by the Ministry of Community Development or the Community Development Authority in Dubai; or is established pursuant to legislation.

Vehicles owned by individuals and designated for transporting persons with disabilities

- The Vehicle must designated for transporting a person with disability who is issued a person with disability card from the concerned entities.

- Exemption applies to only one (1) Vehicle per person with disability.

- The Vehicle must be owned by the person with disability or any of his first-degree or second-degree relatives.

- A copy of the valid Emirates Identity Card of the person with disability must be submitted.

Applications of persons who do not fall under the above category will be considered on a case-by-case basis upon the recommendation of the Ministry of Community Development or the Community Development Authority in Dubai.

The procedures for exemption of the person with disability category from payment of the Traffic Toll (Salik) will be applied in coordination with the Ministry of Community Development or the Community Development Authority in Dubai.

The exemption granted to a person with disability or a centre for persons with disabilities will be revoked if it not renewed upon the lapse of one (1) year from the date on which it is granted.

 


 

Schedule (4)

Requirements for Exempting Motor Vehicles of Charitable Associations

and Public-Benefit Foundations in the UAE from Payment of the Traffic Toll (Salik)

Vehicles of charitable associations, public-benefit foundations, and similar entities in the UAE

 

- The charitable association or public-benefit foundation must be registered, licensed, and authorised by the competent entities; or established pursuant to legislation.

- The Vehicle must be owned by the charitable association or public-benefit foundation.
