Decree No. (28) of 2019

Concerning the

Economic Growth Stimulus Initiatives in the Emirate of Dubai^[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,

After perusal of:

Law No. (5) of 1995 Establishing the Department of Finance;

Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai; and

Executive Council Resolution No. (40) of 2015 Concerning the Functions of the General Secretariat of the Executive Council of the Emirate of Dubai, and

With a view to regulating the approval of economic growth stimulus initiatives in the Emirate of Dubai,

Do hereby issue this Decree.

Approval of Initiatives

Article (1)

Notwithstanding the provisions of any other legislation, the Chairman of the Executive Council of the Emirate of Dubai is hereby vested with the power to approve the economic growth stimulus initiatives in the Emirate of Dubai pursuant to the relevant resolutions issued by him. These resolutions will determine the scale and scope, beneficiaries, and implementation phases of the initiatives; and will be issued based on the proposal of the concerned Government Entities and approval of the General Secretariat of the Executive Council of the Emirate of Dubai and the Department of Finance.

Commencement and Publication

Article (2)

This Decree comes into force on the day on which it is issued, and will be published in the Official Gazette.
