Determining the Technical Requirements for

Using Pedal Cycles and the Obligations of their Riders[1]

The Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority,

After perusal of:

Federal Law No. (21) of 1995 Concerning Road Traffic, its Implementing Bylaw, and their amendments;

Law No. (17) of 2005 Establishing the Roads and Transport Authority and its amendments;

Executive Council Resolution No. (10) of 2015 Regulating the Use of Pedal Cycles in the Emirate of Dubai; and

Administrative Resolution No. (505) of 2015 Determining the Technical Requirements for Using Pedal Cycles and the Obligations of their Riders,

Does hereby issue this Resolution.

Definitions

Article (1)

The following words and expressions, wherever mentioned in this Resolution, will have the meaning indicated opposite each of them unless the context implies otherwise:

Emirate:

The Emirate of Dubai.

RTA:

The Roads and Transport Authority.

Road:

Any public way in the Emirate on which traffic movement is allowed, including all types of roads, public squares, bridges, public car parks, pavements, and pedestrian crossings.

Vehicle:

Any motorised machine, motorcycle, or other engine-propelled machine designed to run on Roads. This includes heavy vehicles.

Pedal Cycle:

A two- or more-wheeled Vehicle which is not equipped with an engine, propelled by its rider, and designed to transport passengers.

Pedal Cycle Lane:

A lane designated by the RTA for riding Pedal Cycles on Roads.

Escort Vehicle:

A Vehicle designated for escorting Cyclists.

Cyclist:

A person riding a Pedal Cycle for the purpose of training.

Variable Message Sign:

An electronic sign affixed to an Escort Vehicle on which warning messages are displayed as required.

Group Training:          

Training undertaken by five (5) or more Cyclists on a Road.

Independent Training:

Training undertaken by four (4) or less Cyclists on a Road.

Electric Bike:

A two- or more-wheeled Vehicle which is equipped with an electric engine, propelled by that engine or by its rider, and designed to transport passengers.

 

Technical Requirements for Using and Riding Pedal Cycles

Article (2)

To be roadworthy, a Pedal Cycle must meet the following technical requirements:

1.    It must be fitted with a white headlight, a red tail light, and a red rear reflector.

2.    It must be fitted with a bell mounted on the handlebar.

3.    It must be fitted with brakes on at least one of the wheels.

4.    It must be equipped with tyres that fit the wheel size.

5.    It must be equipped with roadworthy tyres.

Obligations of Pedal Cycle Riders

Article (3)

In addition to the obligations stipulated in Article (3) of the above-mentioned Executive Council Resolution No. (10) of 2015, a Pedal Cycle rider must:

1.    not allow any person who is less than twelve (12) years of age to ride the Pedal Cycle on a Road or a Pedal Cycle Lane, unless he is accompanied by a person who is at least eighteen (18) years of age;

2.    wear a protective helmet and a high-visibility jacket;

3.    sit on the saddle of the Pedal Cycle with both feet down on the pedals; and hold the handlebar with both hands or with one (1) hand if he is using the other hand to signal turning to the right or left;

4.    not hold onto any moving Vehicle or Trailer while riding the Pedal Cycle;

5.            use the parking spaces designated for Pedal Cycles, if available; and not leave the Pedal Cycle unattended in a manner that obstructs the movement of Vehicles or pedestrians;

6.    maintain a sufficient safety distance between his Pedal Cycle and Vehicles and pedestrians;

7.    not carry anything that may cause imbalance of the Pedal Cycle;

8.    comply with the instructions stated in the information signs installed on Roads and Pedal Cycle Lanes;

9.    not use any other Vehicle to tow the Pedal Cycle or use the Pedal Cycle to tow anything, unless the Pedal Cycle is properly equipped for this purpose;

10.  dismount and wheel the Pedal Cycle while using pedestrian crossings;

11.  immediately report accidents involving collision with other Pedal Cycles, Vehicles, pedestrians, or fixed objects;

12.  not wear earphones on both ears while riding the Pedal Cycle;

13.  use the right side of the Road at all times; and make sure that the Road is clear and signal with his hand before changing lanes;

14.  comply with the general safety requirements, and refrain from performing any dangerous acts, while riding the Pedal Cycle;

15.  ride with, and not against, traffic and use the designated Pedal Cycle Lanes;

16.  ensure that the speed gear, brakes, and tyres of the Pedal Cycle are in a good working condition;

17.  not use flashing lights, and use steady lights; and

18.  wear Pedal Cycle riding clothing and shoes.

Rules of Group Training

Article (4)

a.    Riding Pedal Cycles on Roads for the purpose of Group Training is not permitted without first obtaining the relevant approval from the RTA.

b.    An application for obtaining the RTA approval of the Group Training will be submitted to the customer service centre of the Right of Way Services Section, in accordance with the relevant technical requirements and standards prescribed by the RTA, comprising the following documents:

1.    an application form submitted by the entity supervising the training or by the leader of the Cyclists wishing to perform the Group Training. This form must contain the details of the training such as the number of Cyclists, which must not exceed twenty (20); the number of the Escort Vehicles to be provided; the date and time of the training; and any other relevant details;

2.    an undertaking by the entity supervising the training or by the leader of the Cyclists stating that the length of the Pedal Cycle convoy will not exceed fifty (50) metres; that the participating Cyclists will maintain similar speeds; and that the Pedal Cycle convoy will stay on the designated Pedal Cycle Lane;

3.    a copy of the valid commercial licence, if the applicant is a commercial establishment;

4.    no-objection certificates issued by the UAE Cycling Federation, the Dubai Sports Council, and the Dubai Police; and

5.    a map showing the Road which will be used for the training.

Specifications of Escort Vehicles

Article (5)

An Escort Vehicle accompanying Cyclists who are performing a Group Training must be equipped with the following:

1.    a speaker and a microphone;

2.     a surveillance camera to record the training;

3.    Variable Message Signs displaying “Caution! Cyclists Ahead”; and

4.    a luminescent warning sign for riders of Pedal Cycles.

Obligations of Entities Supervising Training

Article (6)

An entity supervising the training of Cyclists must:

1.    provide Escort Vehicles at the rear and in front of the convoy of Cyclists performing a Group Training;

2.    officially notify the RTA, the Dubai Police, the Dubai Sports Council, and the UAE Cycling Federation of the details of the Escort Vehicles;

3.    provide the drivers of Escort Vehicles with advanced training courses, such as defensive driving, in coordination with the UAE Cycling Federation;

4.    ensure that a safety distance of no less than fifteen (15) metres is maintained between Escort Vehicles and Cyclists where they are riding at a low speed (i.e. 30 km/h or less); and that a safe stopping distance is maintained by observing the three-second rule; and

5.    record the Group Training through a surveillance camera mounted on the rear side of the Escort Vehicle.

Independent Training

Article (7)

Riding Pedal Cycles on Roads for the purpose of Independent Training is not permitted.

Electric Bikes

Article (8)

Riding Electric Bikes on Pedal Cycle Lanes is prohibited.

Issuing Instructions

Article (9)

The Chief Executive Officer of the Traffic and Roads Agency will issue the instructions required for the implementation of the provisions of this Resolution.

Repeals

Article (10)

The above-mentioned Administrative Resolution No. (505) of 2015 is hereby repealed. Any provision in any other administrative resolution will also be repealed to the extent that it contradicts the provisions of this Resolution.

Publication and Commencement

Article (11)

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.
