We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Patron of the Hamdan bin Mohammed Award for Innovation in Project Management,

After perusal of:

Law No. (17) of 2005 Establishing the Roads and Transport Authority and its amendments; and

Decree No. (18) of 2016 Establishing the Hamdan bin Mohammed Award for Innovation in Project Management,

Do hereby issue this Resolution.

Charter Approval

Article (1)

The Charter of the Hamdan bin Mohammed Award for Innovation in Project Management attached to this Resolution is hereby approved.

Commencement and Publication

Article (2)

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.

Innovation in Project Management

Definitions

Article (1)

The following words and expressions, wherever mentioned in this Charter, will have the meaning indicated opposite each of them unless the context implies otherwise:

Emirate:

The Emirate of Dubai.

RTA:

The Roads and Transport Authority.

HAIPM:

The Hamdan bin Mohammed Award for Innovation in Project Management.

HAIPM Patron:

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.

Charter:

The charter of the HAIPM.

Board of Trustees:

The board of trustees of the HAIPM.

Chairman:

The chairman of the Board of Trustees.

Secretary General:

The secretary general of the HAIPM.

Language of the HAIPM

Article (2)

Arabic will be the official language of the HAIPM, and may be used in conjunction with a foreign language as determined by the Board of Trustees.

Applications for the HAIPM

Article (3)

a.     Applications for the HAIPM must be submitted within the time frames approved by the Board of Trustees.

b.     Applications for the HAIPM will be submitted to the RTA on the form prescribed by the RTA for this purpose, and through any of the means determined by the RTA.

c.     A curriculum vitae of the applicant, and a report on the initiatives and proposals made by the applicant under any of the HAIPM categories, will be attached to the application for the HAIPM.

d.     The RTA will refer applications for the HAIPM to the Technical Advisory Committee for consideration. The Technical Advisory Committee will submit its appropriate recommendations on the applications to the Jury.

Technical Advisory Committee

Article (4)

a.     Pursuant to a resolution of the Board of Trustees, a committee named the “Technical Advisory Committee” will be formed, and will be comprised of a chairman, a vice chairman, and at least three (3) other members.

b.     A member of the Technical Advisory Committee must:

1.      be experienced and specialised in the areas of knowledge, development, creativity, and innovation;

2.     hold academic qualifications that are relevant to the categories of the HAIPM;

3.     be known for his impartiality and transparency;

4.     not be a member of, or represent any of, the entities applying for the HAIPM; and

5.    meet any other conditions determined by the Board of Trustees.

Functions of the Technical Advisory Committee

Article (5)

The Technical Advisory Committee will have the duties and powers to:

1.      set and review the criteria for nomination for the HAIPM, and set the conditions for selecting Jury members for the HAIPM categories;

2.     consider applications for the HAIPM;

3.     shortlist candidates for the HAIPM;

4.     state the procedures and different steps adopted in shortlisting candidates; and

5.     refer to the Jury the names of candidates for the HAIPM; and

6.     perform any other duties assigned to it by the Board of Trustees.

Jury

Article (6)

a.     A panel named the “Jury” will be formed pursuant to a resolution of the Board of Trustees. The Jury will be comprised of a chairman, a vice chairman, and at least five (5) other members.

b.     A Jury member must meet the same requirements stipulated in paragraph (b) of Article (4) of this Charter.

Functions of the Jury

Article (7)

The Jury will have the duties and powers to:

1.      consider the list of candidates referred to it by the Technical Advisory Committee;

2.     select the best from among candidates for the HAIPM, and make the relevant recommendations to the Board of Trustees;

3.     choose winners from among candidates having equal eligibility points, and/ or make recommendations that the HAIPM be equally shared by eligible winners;

4.     make recommendations to the Board of Trustees to withhold the HAIPM in any or all of the categories if the Jury deems that none of the candidates meets the HAIPM eligibility criteria. The decision of the Board of Trustees in this respect will be final;

5.     make recommendations to the Board of Trustees to appoint specialised Jury members for HAIPM areas that require special jury expertise; and

6.     perform any other duties assigned to it by the Board of Trustees.

Meetings of the Technical Advisory Committee and of the Jury

Article (8)

Meetings of the Technical Advisory Committee and of the Jury will be valid if attended by the majority of members, provided that the chairman, or vice chairman in case of absence of the chairman, is in attendance. Resolutions and recommendations of the Technical Advisory Committee and the Jury will be passed by majority vote of attending members; and in the event of a tie, the respective chair of the meeting will have the casting vote.

Requesting Information and Data

Article (9)

The RTA may request from any entity or from any HAIPM candidate any specific information or data on the candidates, or any documents pertaining to their applications.

Approving HAIPM Winners

Article (10)

The Chairman will submit the list of HAIPM winners to the HAIPM Patron for approval.

Delivery of the HAIPM

Article (11)

a.     The HAIPM will be delivered to the winner in person if he is a natural person, or to his duly authorised representative if he is a legal person.

b.     If the winner is unable to attend in person to receive the HAIPM for a reason acceptable to the RTA, the HAIPM will be delivered to the winner’s duly authorised representative.

c.     In case of death of the winner of the HAIPM, it will be delivered to one of his legal heirs.

d.     If the winner fails to receive the HAIPM without an acceptable reason, the Board of Trustees will, at its own discretion, take the appropriate action in this regard.

e.     The RTA will issue instructions on the method of granting the HAIPM and the appropriate method of delivery thereof.

Property of the HAIPM

Article (12)

All literary and academic intellectual property rights attached to the HAIPM are owned by the RTA. Neither the Chairman; nor the vice chairman; nor the members of the Board of Trustees, the Technical Advisory Committee, or the Jury; nor any of the HAIPM employees; nor any other person has any rights thereto.

Amending the Charter

Article (13)

This Charter may only be amended or suspended pursuant to a resolution of the HAIPM Patron.
