Amending Law No. (24) of 2006 Establishing the

Dubai Women Establishment[1]

We, Mohammed bin Rashid Al Maktoum, Ruler of Dubai,

After perusal of:

Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai;

Law No. (24) of 2006 Establishing the Dubai Women Establishment and its amendments;

Law No. (27) of 2006 Concerning Management of the Government of Dubai Human Resources and its amendments; and

Law No. (2) of 2015 Concerning Human Resources Management of Executive Directors/ Chief Executive Officers in the Government of Dubai,

Do hereby issue this Law.

Superseded Articles

Article (1)

Articles (5) and (12) of the above-mentioned Law No. (24) of 2006 are hereby superseded by the following:

Article (5)

The DWE aims to strengthen the role of women at the local and international levels; reduce the gender gap; and achieve gender balance in all fields. For the purpose of achieving its objectives, the DWE will have the duties and powers to:

1.    devise, review, and develop the policies aimed at empowering women and promoting their role in society;

2.    contribute to devising the policies that promote Emirati women’s employment and offer them the opportunities to assume leadership roles in the public and private sectors;

3.    propose the legislation aimed at improving the status of women and protecting their rights;

4.    offer programmes, initiatives, and projects that support the Emirati women’s participation in all areas of life;

5.    conduct research and studies focusing on women in the Emirate;

6.    participate in local, regional, and international events and conferences related to women affairs and encourage Emirati women's participation in such events and conferences;

7.    propose initiatives aimed at achieving gender balance in the Emirate;

8.    promote a positive image of women worldwide and highlight the role and significant achievements of women;

9.    create a database of the names of the female figures who are active members of society in all fields;

10.  implement cultural programmes aimed at developing the abilities of Emirati women and increasing their awareness of their role in building society; and

11.  perform any other duties required for the achievement of the objectives of the DWE.

Article (12)

a.    The DWE will have an administrative body comprised of a CEO and a number of Employees.

b.    The CEO will be appointed by a resolution of the Chairman of the Executive Council.

c.     The above-mentioned Law No. (27) of 2006 will apply to the Employees of the DWE.

Commencement and Publication

Article (2)

This Law comes into force on the day on which it is issued, and will be published in the Official Gazette.
