Forming the Supreme Census

Committee in the Emirate of Dubai[1]

We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,

After perusal of:

Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai;

Law No. (28) of 2015 Establishing the Dubai Statistics Centre;

Decree No. (28) of 2015 Concerning Governance of the Boards and Committees Affiliated to the Government of Dubai; and

Executive Council Resolution No. (2) of 2008 Forming the Statistical Coordination Committee in the Emirate of Dubai,

Do hereby issue this Resolution.

Definitions

Article (1)

The following words and expressions, wherever mentioned in this Resolution, will have the meaning indicated opposite each of them unless the context implies otherwise:

Emirate:

The Emirate of Dubai.

Executive Council:

The Executive Council of the Emirate of Dubai.

SCC:

The Supreme Census Committee in the Emirate of Dubai, formed pursuant to this Resolution.

DSC:

The Dubai Statistics Centre.

Census:

A systematic process based on the collection, categorisation, evaluation, analysis, and dissemination of demographic, economic, and social data related to members of the society during a specific period.

Formation of the SCC

Article (2)

A temporary committee within the Executive Council named the “Supreme Census Committee in the Emirate of Dubai” is hereby formed of the following members:

1.      the Deputy Chief of Police and General Security in the Emirate of Dubai, as chairman;

2.     the Secretary General of the Executive Council of the Emirate of Dubai, as vice chairman;

3.     the Commander-in-Chief of the Dubai Police, as member;

4.     the Director General of the State Security Authority in Dubai, as member.

5.     the Director General of the General Directorate of Residency and Foreigners Affairs in Dubai, as member;

6.     the Managing Director and Chief Executive Officer of the Dubai Electricity and Water Authority, as member;

7.     the Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority, as member;

8.     the Director General of the Dubai Municipality, as member;

9.     the Director General of the Emirates Identity Authority, as member;

10.   the Secretary General of the Federal Demographic Council, as member;

11.    the Executive Director of the Dubai Statistics Centre, as member; and

12.   a representative from the Ministry of Interior, as member.

Objectives of the SCC

Article (3)

The SCC will have the following objectives:

1.      to ensure that population is estimated using clear and accurate methods approved by the concerned entities;

2.     to conduct assessments of the population of the Emirate and monitor the demographic, social, and economic changes to the population;

3.     to provide an accurate and reliable database that may be used to develop economic, social, and population policies; and

4.     to provide a clear and specific framework for all Censuses conducted in the Emirate.

Functions of the SCC

Article (4)

For the purpose of achieving its objectives, the SCC will have the duties and powers to:

1.      identify available sources to estimate the population of the Emirate;

2.     consider all scientific options and methods required to measure the population of the Emirate and to make projections about future population growth, and apply the best available options in this respect;

3.     take all the measures required to link the databases of concerned entities with the DSC population data systems to ensure the continuous update of these databases;

4.     propose all the procedures and techniques required to update the population databases of the Emirate;

5.     coordinate with all local and federal entities to ensure the accuracy of the Censuses conducted in the Emirate;

6.     form executive committees and work sub-teams from amongst experts specialised in the field of statistics to assist the SCC in performing its duties;

7.     seek assistance from local and international experts, specialists, and consultants as it deems appropriate; and

8.     perform any other duties assigned to it by the Chairman of the Executive Council as required for the achievement of the objectives of the SCC.

Meetings of the SCC

Article (5)

a.     The SCC will convene at the invitation of its chairman, or vice chairman in case of absence of the chairman, at least once every month or where necessary, at the time and place he sets. SCC meetings will be valid if attended by the majority of its members, provided that its chairman or vice chairman is in attendance.

b.     Resolutions of the SCC will be passed by majority vote of attending members; and in the event of a tie, the chair of the meeting will have a casting vote.

c.     Resolutions of the SCC will be recorded in minutes of meetings signed by the chair of the meeting and attending members.

Rapporteur of the SCC

Article (6)

A rapporteur will be appointed to the SCC from amongst the employees of the General Secretariat of the Executive Council. The rapporteur will send invitations to SCC meetings, prepare its meeting agendas, record minutes of its meetings, follow up the implementation of its resolutions and recommendations, and perform any other duties assigned to him by the chairman of the SCC.

Technical Support to the SCC

Article (7)

The DSC must provide all technical support to the SCC, including to provide the SCC with the expertise and technologies related to statistical data and the methods of their collection and management; to collect, classify, process, and store statistical data; and to submit the relevant reports to the SCC.

Administrative Support to the SCC

Article (8)

The General Secretariat of the Executive Council will, in coordination with the chairman of the SCC, provide the SCC with all administrative support, including to coordinate its meetings and prepare the reports requested by the chairman of the SCC.

Submitting Recommendations and Reports

Article (9)

The SCC will submit its proposals and recommendations, and the reports on the outcomes of its work and accomplishments, to the Executive Council to take the necessary action in this regard.

Financial Allocations

Article (10)

The Department of Finance must provide the financial allocations required to enable the SCC to achieve its objectives and to perform its duties under this Resolution.

Tenure of the SCC

Article (11)

The SCC must complete its work within three (3) years from the effective date of this Resolution.

Issuing Implementing Resolutions

Article (12)

The chairman of the SCC will issue the resolutions required for the implementation of the provisions of this Resolution.

Commencement and Publication

Article (13)

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
