Concerning the Implementing Bylaw of

Executive Council Resolution No. (3) of 2009

Concerning the Unified Fare for Public Transport in the Emirate of Dubai[1]

The Director General and Chairman of the Board of Executive Directors of the Roads and Transport Authority,

After perusal of:

Law No. (17) of 2005 Establishing the Roads and Transport Authority and its amendments;

Executive Council Resolution No. (3) of 2009 Concerning the Unified Fare for Public Transport in the Emirate of Dubai and its amendments;

Executive Council Resolution No. (1) of 2014 Regulating the Tramway in the Emirate of Dubai and its Implementing Bylaw; and

Administrative Resolution No. (435) of 2009 Issuing the Implementing Bylaw of Executive Council Resolution No. (3) of 2009 Concerning the Unified Fare for Public Transport in the Emirate of Dubai and its amendments,

Do hereby issue this Resolution.

Article (1)

The following words and expressions, wherever mentioned in this Resolution, will have the meaning indicated opposite each of them unless the context implies otherwise:

 

UAE:

The United Arab Emirates.

Emirate:

The Emirate of Dubai.

RTA:

The Roads and Transport Authority.

Public Transport:

The Passenger transport service offered by the RTA in accordance with certain time schedules and fixed routes, and in return for a Unified Fare.

Public Transport Means:

Land and marine vehicles operated by or on behalf of the RTA to transport Passengers within or outside of the Emirate in return for a Unified Fare.

Passenger:

A natural person who uses any Public Transport Means to travel from one station to another in return for a Unified Fare.

Unified Fare:

A fare paid for transporting a Passenger on any of the Public Transport routes.

Unified Electronic Card:

An electronic card issued by the RTA for purposes of paying the fare for use of Public Transport Means. Unified Electronic Cards are divided into Personalised Electronic Cards and Non-personalised Electronic Cards.

Personalised Electronic Card:

A card on which the holder’s personal identification information is stored, and which is designed for regular use of Public Transport Means. This card is used to pay transport fares on any Public Transport lines or to purchase any other services determined by the RTA.

Non-personalised Electronic Card:

A card on which the holder’s personal identification information is not stored, and which is used for regular travel on Public Transport Means. This card is used to pay transport fares on any Public Transport lines or to purchase any other services determined by the RTA.

Unified Paper Ticket:

A paper ticket issued by the RTA for purposes of paying the fare for use of Public Transport Means.

Gold Class:

A Unified Electronic Card tier that entitles its holder to use designated sections of Public Transport Means.

Pass:

A time-bound permit that is loadable on a Unified Electronic Card or a Unified Paper Ticket, and entitles a Passenger to make multiple trips on any Public Transport Means.

Automatic Top-up:

The automatic crediting of a Passenger-determined amount of money to a Unified Electronic Card, by debiting a bank account or a credit card account, when the card balance falls below a certain threshold.

Automatic Renewal:

 

The automatic uploading of a Pass to a Unified Electronic Card, upon its expiry, by payment of the Fare from a bank account or a credit card account specified by the Passenger.

Areas Where Unified Fare is Applicable:

Areas that are designated within Public Transport Facilities and Services for use by Passengers, and wherein the Unified Fare or Concession Fare applies.

Senior Citizen:

A person aged sixty (60) years or over.

Student:

A regular student who is aged between five (5) and twenty-four (24) years and is enrolled at any of the educational institutions in the UAE, or a UAE-national student on a scholarship outside of the UAE.

Social Aid Beneficiary:

A UAE national who receives social aid from competent entities in the UAE.

Sales and Fare Collection Centre:

A centre approved by the RTA for the sale and top-up of Unified Electronic Cards.

 

Article (2)

This Resolution will apply to the following Public Transport Means:

1.    Dubai Metro;

2.    Public Transport Buses; and

3.    Dubai Tram.

Article (3)

No person may use any Public Transport Means or enter or exit Areas Where the Unified Fare is Applicable unless he has paid the Unified Fare in accordance with the relevant instructions of the RTA.

Article (4)

a.    A Unified Electronic Card will be valid from the date of purchase until the lapse of:

1.    five (5) years, for all types of Unified Electronic Cards;

2.    five (5) years, for cards held by Students aged between five (5) and fifteen (15) years;

3.    four (4) years, for cards held by Students aged between fifteen (15) and sixteen (16) years;

4.    three (3) years, for cards held by Students aged between sixteen (16) and seventeen (17) years;

5.    two (2) years, for cards held by Students aged between seventeen (17) and eighteen (18) years; and

6.    one (1) year, for cards held by Students aged between eighteen (18) and twenty-four (24) years.

b.    A Unified Paper Ticket will be valid until the lapse of ninety (90) days from the date of its purchase; until it is used to travel ten (10) Single Trips; or until five (5) daily Passes loaded on it are used on any Public Transport lines, whichever occurs earlier.

Article (5)

The Unified Fare will be determined based on the number of zones within which a Passenger travels regardless of the Public Transport Means he uses throughout the trip. The Unified Fare will include the following additional fees:

1.    two Dirhams (AED 2.00) for issuing a Unified Paper Ticket;

2.    six (6) dirhams for issuing a Non-personalised Electronic Card. The e-purse value at the time of purchase must not be less than nineteen Dirhams (AED 19.00);

3.    fifty Dirhams (AED 50.00) for issuing a standard class Personalised Electronic Card. The e-purse value at time of purchase must not be less than twenty Dirhams (AED 20.00);

4.    sixty Dirhams (AED 60.00) for issuing a Gold Class Personalised Electronic Card. The e-purse value at the time of purchase must not be less than twenty Dirhams (AED 20.00);

5.    thirty Dirhams (AED 30.00) for registering a Non-personalised Electronic Card, whether standard or Gold Class, and converting it into a Personalised Electronic Card; and

6.    thirty Dirhams (AED 30.00) for issuing a special design Personalised Electronic Card, whether standard or Gold Class.

Article (6)

A Passenger may use different Public Transport Means during one (1) trip for the same fare payable for a Single Trip, provided that the period of time between entering and exiting Areas Subject to the Unified Fare does not exceed thirty (30) minutes.

Article (7)

A Unified Electronic Card may be automatically topped up or renewed by completing the form prescribed for this purpose, which is available at Sales and Fare Collection Centres. Pursuant to this form, a Passenger authorises the RTA to top up or renew his Unified Electronic Card automatically by debiting his bank account or credit card account.

Article (8)

For purposes of exempting Persons with Disabilities from the Unified Fare, and of granting Senior Citizens, Students, and Social Aid Beneficiaries a Concession Fare, when using Public Transport Means, these persons, or their legal representatives, must report to any of the Sales and Fare Collection Centres, complete the form prescribed by the RTA for this purpose, and submit this form together with the following:

1.    a passport-size photograph with a white background;

2.    a copy of passport or Emirates Identification Card;

3.    a Student enrolment certificate; and

4.    any other documents required pursuant to the bylaws and instructions issued by the RTA.

Article (9)

A Passenger will be liable for any damage or losses arising from the misuse of his Unified Electronic Card, including loss or damage thereof. A Passenger must report the loss or damage of his card within twenty-four (24) hours for the RTA to deactivate it.

Article (10)

The Chief Executive Officer of the Corporate Technical Support Sector of the RTA will issue a handbook titled “Unified Electronic Card and Unified Paper Ticket Usage Terms and Conditions Handbook”.

Article (11)

The above-mentioned Administrative Resolution No. (435) of 2009 and its amendments are hereby repealed. Any provision in any other administrative resolution will also be repealed to the extent that it contradicts the provisions of this Resolution.

Article (12)

This Resolution will be published in the Official Gazette and will come into force on the day on which it is published.
