Determining the Technical Requirements for Using

Pedal Cycles and the Obligations of Cyclists[1]

The Director General and Chairman of the Board of Executive Directors,

After perusal of:

Law No. (17) of 2005 Establishing the Roads and Transport Authority and its amendments; and

Executive Council Resolution No. (10) of 2015 Regulating the Use of Pedal Cycles in the Emirate of Dubai,

Does hereby issue this Resolution.

Definitions

Article (1)

The following words and expressions, wherever mentioned in this Resolution, will have the meaning indicated opposite each of them unless the context implies otherwise:

RTA:

The Roads and Transport Authority.

TRA:

The Traffic and Roads Agency of the RTA.

Road:

Any public way in the Emirate on which traffic movement is allowed, including all roads, public squares, bridges, public car parks, pavements, and pedestrian crossings.

Vehicle:

Any motorised machine, motorcycle, or other machine designed to run on Roads. This includes heavy vehicles.

Pedal Cycle:

A two- or more-wheeled Vehicle which is not equipped with an engine, propelled by the cyclist, and designed to transport persons.

Pedal Cycle Lane:

A lane designated by the RTA for riding Pedal Cycles on Roads.

Technical Requirements for Using Pedal Cycles

Article (2)

To be roadworthy, a Pedal Cycle must meet the following technical requirements:

1.    a white headlight must be fitted to the front, and a red light and a red reflector must be fitted to the rear, of the Pedal Cycle;

2.    a bell must be fitted to the handlebar;

3.    brakes must be fitted to at least one (1) wheel;

4.    the size of tyres must be appropriate; and

5.    tyres must be roadworthy.

Obligations of Cyclists

Article (3)

In addition to the obligations stipulated in Article (3) of the above-mentioned Executive Council Resolution No. (10) of 2015, a cyclist must:

1.    wear a protective helmet and a high-visibility jacket;

2.    sit on the Pedal Cycle saddle, with both his feet on the pedals; and hold the handlebar with both hands, or with one (1) hand if he is using the other to signal turning to the right or left;

3.    ride the Pedal Cycle on the right side of the Pedal Cycle Lane;

4.    not cling to any moving Vehicle or trailer while riding the Pedal Cycle;

5.    use the parking spaces designated for Pedal Cycles, if available, and not park the Pedal Cycle in a manner that obstructs the movement of Vehicles or pedestrians;

6.    maintain a sufficient safety distance between his Pedal Cycle and Vehicles or pedestrians;

7.    not carry anything that may cause imbalance of the Pedal Cycle;

8.    comply with the instructions in the information signs installed on Roads and Pedal Cycle Lanes; and

9.    not use any other Vehicle to tow the Pedal Cycle, and not use the Pedal Cycle to tow anything, unless it is properly equipped for this purpose.

Issuing Instructions

Article (4)

The chief executive officer of TRA will issue the instructions required for the implementation of the provisions of this Resolution

Commencement and Publication

Article (5)

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
