Establishing
the
Dubai
Expo 2020 Office[1]

We, Mohammed bin Rashid Al
Maktoum, Ruler of Dubai,
After
perusal of:
Law No. (3) of 2003 Establishing the Executive Council
of the Emirate of Dubai; and
Decree No. (49) of 2013 Forming the World Expo 2020 Preparatory Committee and its amendments,
Do hereby issue this Decree.
The following words and expressions,
wherever mentioned in this Decree, will have the meaning indicated opposite
each of them unless the context implies otherwise:

The World Expo 2020 and its associated events, programmes, and activities. |
Director
General: |
The director
general of the Office. |
Pursuant to this Decree, a permanent
office named the “Dubai Expo 2020 Office” will be established to follow up the affairs of Expo 2020.
The Office will have legal personality, financial and administrative autonomy, and the legal capacity required
to undertake all acts and dispositions that ensure the achievement of its
objectives. The Office will be affiliated to the Committee.
The headquarters
of the Office will be located in the city of Dubai. The Office may establish
branches within and outside of the Emirate.
The Office is established with
the objective of following up the preparations for Expo 2020, and implementing the
resolutions and recommendations of the Committee to ensure that Expo 2020 is successfully
held.
For
the purpose of achieving its objectives, the Office will have the duties and
powers to:
1. supervise the implementation of the Expo 2020 events to be held in
the Emirate;
2. coordinate with Government entities to
ensure the availability of the infrastructure required for holding the Expo
2020 such as tourist and health facilities, and the roads and transport network;
3. coordinate with the concerned entities
to ensure the availability of the technical, media, security, tourist,
economic, and financial facilities, supplies, and requirements needed by the
Emirate to hold the Expo 2020;
4. follow up the coordination with
various public and private entities within and outside of the Emirate in all fields
related to holding the Expo 2020;
5. undertake, through specialised
companies and establishments, media promotion and marketing at local, regional,
and international levels to ensure the success of the Expo 2020;
6. attract local, regional, and
international entities and companies to sponsor the Expo 2020; and
7. perform any
other duties or functions assigned to the Office by the Committee.
The executive body of the Office will be comprised of the Director General and a number of administrative and financial employees.
A Director General will be appointed to the
Office pursuant to a Decree issued by the Ruler.
The Director General will supervise the daily management of the Office and regulate its affairs. In particular, the Director General will have the duties and powers to:
1. set the general policy, and strategic,
development, and operational plans of the Office, and submit these to the
Committee for approval;
2. develop the initiatives, programmes,
and projects which are relevant to the work of the Office, and submit these to
the Committee for approval;
3. propose bylaws regulating the
administrative and financial work of the Office, and submit these to the
Committee for approval;
4. propose the organisational structure
of the Office, and submit it to the Committee for approval;
5. prepare the annual budget and final
accounts of the Office, and submit these to the Committee for approval;
6. supervise the executive body of the
Office and appoint the technical and administrative staff required to perform
the work of the Office in accordance with the internal bylaws adopted by it;
7. represent the Office before third
parties, and sign in its name and on its behalf on contracts, agreements, and
memoranda of understanding in fields related to the work of the Office;
8. open and manage the accounts of the
Office with banks operating within and outside of the Emirate in accordance
with the legislation in force; and
9. perform any other duties, related to
the objectives and functions of the Office, which are assigned or delegated to
the Director General by the Committee.
Financial Resources of the Office
Article (9)
The financial resources of the Office will consist of:
1.
support
allocated to the Office in the general budget of the Government;
2.
fees and
charges for the services provided by the Office; and
3.
any other
resources approved by the Committee.
Accounts and Financial Year of the Office
Article (10)
a.
In regulating its accounts and
records, the Office will apply the rules and principles of government
accounting.
b.
The financial year of the Office will
commence on 1 January and will end on 31 December of each year, except that the
first financial year will commence as of the date this Decree comes into force
and will end on 31 December of the following year.
All Government
departments, agencies, authorities, councils, and public corporations in the
Emirate must fully cooperate with the Office and support it to achieve its
objectives.
The Office will submit to the Committee periodic reports on the outcome of the work and accomplishments of the Office, the obstacles encountered by the Office, and the solutions and proposals recommended by the Office.
His Highness the Crown Prince of Dubai and Chairman of the Executive Council will issue the resolutions required for the implementation of this Decree.
This
Decree comes into force on the day on which it is issued, and will be published
in the Official Gazette.
