Issuing the Implementing
Bylaw of Regulation No. (3) of 2009
Concerning the Unified
Fare for Public Transport in the Emirate of Dubai[1]

The Chairman of the Board of
Directors and Executive Director of the Road and Transport Authority,
After perusal of:
Administrative Resolution No. (435) of
2009 Issuing the Implementing Bylaw of Regulation No. (3) of 2009 Concerning the
Unified Fare for Public Transport in the Emirate of Dubai (the “Original Resolution”),
Does hereby issue this Resolution.
Articles (4), (5), and (11) of the Original
Resolution are hereby superseded by the following:
The RTA will collect the Unified
Fare for using the means of transport mentioned in Article (2) of this
Resolution by issuing:
1.
Non-personalised Nol Card
This card does not bear the holder’s
personal identification information and is designed for the regular use of Means
of Public
Transport. It is used to pay transport fare on any Public Transport route, to
make prepaid purchases, or to purchase any other services specified by the RTA.
2.
Personalised Nol Card
This
Card bears the holder’s personal identification information and is designed for
the regular use of Means of Public Transport. It is used
to pay transport fare on any Public Transport route, to make prepaid purchases,
or to purchase any other services specified by the Authority.
This card is required to obtain a thirty-day pass or benefit from the reduced
fare for Senior Citizens (UAE nationals), Students,
and Persons with Special Needs.
3.
Nol Ticket
This
is a ticket which can be loaded, for the purpose
of regular use
of Means of Public Transport, with up to ten (10) single trips, or up to five daily Passes on any Public Transport
route.
A Unified Card will be valid from
the date of its purchase and for a period of:
1.
five
(5) years, for all Nol Cards;
2.
a maximum
of five (5) years, for Students aged five (5) years
or more but less
than fifteen (15) years;
3.
a
maximum of four (4) years, for Students aged fifteen (15) years
or more but less
than sixteen (16) years;
4.
a
maximum of three (3) years, for Students aged sixteen (16) years
or more but less
than seventeen (17) years;
5.
a
maximum of two (2) years, for Students aged seventeen (17) years
or more but less
than eighteen (18) years;
6.
a
maximum of one (1) year, for students aged eighteen (18) years
or more but less
than twenty four (24) years; or
7.
ninety
(90) days, for Nol Tickets.
a.
Senior
Citizens (UAE nationals), Students, and Persons with Special
Needs will be eligible
for a Concession Fare when using Means
of Public
Transport.
b.
To benefit from the Concession
Fare referred to
in paragraph (a) of this Article, the applicant must attend
at any of the sale
and collection centres owned by the RTA, or by companies and corporations
certified by the RTA; and a Personalised Nol
Card application form must be completed and submitted to that centre together with the following:
1.
a passport-size photograph
with
a white
background;
2.
in
the case of a Senior Citizen, a photocopy of the applicant's
passport,
which must be issued
from the Emirate of Dubai, or his Emirates
Identity Card;
3.
in
the case of a Student, a certificate confirming that the applicant is enrolled as a Student.
In that case, the applicant must be aged less than twenty-four (24) years; and
4.
any
other documents required pursuant to the bylaws and instructions of the RTA.
This
Resolution comes into force on the day on which it is issued, and will be
published in the Official Gazette.
