Concerning
Standard
Specifications for Concrete Blocks Used in the Emirate of Dubai[1]

We,
Hamdan bin Rashid Al Maktoum, Chairman of Dubai
Municipality,
Having considered the powers legally vested in Us
pursuant to the decree establishing Dubai Municipality;
And after perusal of:
Local
Order No. (44) of 1990 Concerning Standard Specifications of Concrete Blocks
Used in the Emirate of Dubai issued on 1 May 1990 (hereinafter referred to as the
“Original Local Order”);
Local Order No. (53) of
1990 Determining the Fee Applicable to Laboratory Services and Tests Provided
to Third Parties by Municipality Laboratories issued on 1 December 1990 and its
amendments;
Local
Order No. (3) of 1999 Regulating Construction Works in the Emirate of Dubai and
its amendments; and
The
presentation of the Director General of Dubai Municipality,
Do
hereby issue this Order.
This
Local Order will be cited “Local Order No. (1) of 2012 Amending Local Order No.
(44) of 1990 Concerning Standard Specifications of Concrete Blocks Used in the
Emirate of Dubai”.
Articles
(2), (3), (4), (5), (6), (7), (8), (9), (10), (11), and (12) of the Original
Local Order are hereby superseded by the following:
In
coordination with the Building Department at the DM, the Competent Department will
approve the standard specifications for every Concrete Block product used in
construction sites in the Emirate.
In application
of the provisions of this Order, the following words and expressions will have
the meaning indicated opposite each of them unless the context implies
otherwise:

Emirate: |
The Emirate of Dubai. |
|
DM: |
The Dubai Municipality. |
|
Competent Department: |
The Dubai Central Laboratory Department of the DM. |
|
Batch Conformity Certificate: |
The document granted by the Competent Department confirming
conformity of Concrete Block batches with approved standard specifications
prior to supply to construction sites. |
|
Conformity Certificate/ Label: |
The certificate or label granted by the Competent
Department in respect of the Concrete Blocks produced by an approved factory in
accordance with the factory assessment regulations adopted by the Competent
Department proving conformity with the approved standard specifications
before it is supplied to construction sites. |

Concrete Blocks: |
The precast Concrete Masonry Unit (CMU) including
the following products: ·
Construction
Concrete Blocks; ·
Concrete
Paving Blocks; ·
Concrete
Hourdi Blocks; ·
Autoclave
Aerated Concrete Blocks (AAC); ·
Thermal
Insulating Blocks; and ·
Light
Weight Concrete Blocks; And each product has its own standard specifications. |

Factory: |
A factory licensed and accredited by the Competent
Department to produce Concrete Blocks. |
|
Approved Standard Specifications: |
The standard specifications approved by the
Competent Department for each type of Concrete Block. |
Effective
as of the date this Order comes into force, no Concrete Block will be used in
construction sites in the Emirate unless it conforms to the Approved Standard
Specifications.
The
Competent Department will undertake the duties to:
1. in
coordination with the Building Department, approve and upgrade the standard
specifications of Concrete Blocks;
2. establish
a system for issuing Conformity Certificates/ Labels for Concrete Blocks in accordance
with international guidelines in respect of issuing the Conformity Certificate/
Label, and with the Approved Standard Specifications;
3. establish
general rules and requirements for the system of issuing the Conformity Certificate/ Label
for Concrete Blocks;
4. prepare
guides and forms clarifying the procedures, conditions and requirements necessary for
obtaining the Conformity Certificate/ Label for Concrete Blocks, including
determining the data required for the Conformity Certificate, and the form and
specifications of the Conformity Label.
5. grant
Batch Conformity
Certificates and Conformity Certificate/ Label for the types of Concrete Blocks
that have been assessed in accordance with Approved Standard Specifications;
and
6. assess
and audit
Factories on a periodic basis.
Prior
to supplying Concrete Blocks in construction sites in the Emirate, all
Factories must obtain from the Competent Department either a Batch Conformity
Certificate or a Conformity Certificate/ Label, as the Competent Department
deems appropriate.
The
Competent Department will grant the certificates mentioned in Article (6) of
this Order as follows:
a. Batch
Conformity Certificate: granted in respect of Concrete Blocks from which batch
samples pass the required tests, and are therefore deemed compliant with the Approved
Standard Specifications; or
b. Conformity
Certificate/ Label: granted in respect of Concrete Blocks where the Factory
meets the requirements, and completes the assessment procedures as per the
Factory assessment system, and where batch samples taken during the Factory audit
pass the required tests, and are therefore deemed compliant with the Approved
Standard Specifications.
Any Factory
supplying any Concrete Block product in the Emirate must be licensed by the official
entities and registered with the Competent Department.
No Concrete
Block product may be imported into the Emirate unless it conforms to the Approved
Standard Specifications of this Order.
No contractor
or consultant may use any Concrete Block product in construction sites unless such
product has a Batch Conformity Certificate, or a Conformity Certificate/ Label.
The Building Department at the DM must ascertain that all contractors and
consultants are using Concrete Blocks that conform to the Approved Standard
Specifications, failing which they will be subjected to the penalties prescribed
by this Order.
The
employees and inspectors of the DM assigned by its Director General will have
the capacity of law enforcement officers to record any violations of this
Order, its implementing bylaw, and the regulations issued thereunder. In
performing this duty, they will be authorised to access Factories, warehouses, yards
and constructions sites, and issue the required violation reports.
The
Director General of the DM will issue the instructions and resolutions required
for the implementation of the provisions of this Order.
Any provision in the
Original Local Order, its implementing bylaw, other local orders, or resolutions
will be repealed to the extent that they contradict the provisions of this
Order.
This Order will be
annexed to the Original Order, and will be read and interpreted with it.
This Order
will be published in the Official Gazette and will come into force on the day
on which it is published.
