Approving the

Dubai Strategic Plan Implementation Management System[1]

We, Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Chairman of the Executive Council,

After perusal of:

Law No. (3) of 2003 Establishing the Executive Council of the Emirate of Dubai;

Regulation No. (3) of 2006 Approving the Duties of the General Secretariat and the Secretary General of the Executive Council of the Emirate of Dubai;

Executive Council Resolution No. (26) of 2009 Establishing the Sectoral Committees of the Executive Council; and

Executive Council Resolution No. (27) of 2009 Approving the Statute of the Sectoral Committees of the Executive Council,

Do hereby issue this Resolution.

Definitions

 Article (1)

The following words and expressions, wherever mentioned in this Resolution, will have the meaning indicated opposite each of them unless the context implies otherwise:

 

Emirate:

The Emirate of Dubai.

Ruler:

His Highness the Ruler of Dubai.

Government:

The Government of Dubai.

Executive Council:

The Executive Council of the Emirate of Dubai.

General Secretariat:

The General Secretariat of the Executive Council.

Committee:

Any of the Sectoral Committees of the Executive Council.

Government Entity:

Any department, or public agency or corporation, affiliated to the Government.

Organisational Levels:

The Executive Council, Committees, and Government Entities.

Dubai Strategic Plan:

A plan approved by the Ruler which demonstrates the strategic approach and the course through which the Emirate intends to achieve its comprehensive development and added value, and which determines the medium and long-term strategic goals.

System:

The Dubai Strategic Plan implementation management system which comprises the mechanisms and work methods that aim to evaluate and review the implementation of strategic goals through Performance Reports and Strategic Reviews in order to support the decision-making process.

Strategic Map:

A visual illustration of the Strategic Plan which shows the strategic goals categorised into key focus areas, and which indicates the added value provided by Government Entities to the public and to concerned parties .

Presentation Card:

A card that contains a detailed description of the strategic goals, initiatives, and indicators adopted in the Strategic Map.

Performance Reports:

Periodic reports which include the achieved performance levels of accomplishment of the strategic goals, and include data and performance analysis.

Strategic Review:

Review of the strategic performance in view of the Performance Reports.

 

Approval of the System

Article (2)

Pursuant to this Resolution, the “Dubai Strategic Plan Implementation Management System”, inclusive of the rules and procedures stipulated therein, is hereby approved.

Scope of Application

Article (3)

1.    The System will apply to the Executive Council, Committees, General Secretariat, and Government Entities.

2.    The General Secretariat is hereby assigned to manage, operate, and update the System, communicate it to Government Entities, and follow up on its application by the Organisational Levels.

Objectives of the System

Article (4)

The System aims to achieve the following objectives:

1.       to enable the Executive Council, Committees, and Government Entities to effectively and efficiently manage the implementation of the Dubai Strategic Plan, and to follow up such implementation using the information extracted from Performance Reports;

2.       to enhance and improve Government performance by supporting the Organisational Levels in addressing strategic issues, and to implement the recommendations and resolutions issued on such issues;

3.       to achieve coordination and synergy among Government Entities while implementing the Dubai Strategic Plan;

4.       to serve as a reference for updating the Dubai Strategic Plan and its sub-plans, including alternative plans; and

5.       to promote a culture and create an environment geared towards achieving outcomes and improving performance at the level of the Dubai Strategic Plan.

Duties of the Executive Council

Article (5)

The Executive Council will be responsible for the strategic performance of the Emirate, and will make strategic decisions supported by correct data and information. For these purposes, the Executive Council will have the authority to:

1.    evaluate and approve the Performance Reports, which include analysis of the actual performance related to the strategic goals and focus points and are based on the results of adopted indicators and achievement milestones of the strategic initiatives;

2.    conduct periodic Strategic Reviews in accordance with the relevant recommendations of the General Secretariat; and

3.    make the appropriate decisions on the recommendations submitted to it, which are aimed to enhance the strategic performance of the Emirate.

Duties of Committees

Article (6)

A Committee will be responsible for following up the implementation of the sub-plans of the Dubai Strategic Plan. For this purpose, the Committee will have the authority to:

1.    supervise the management of plans’ implementation in accordance with the methodology set out in the System;

2.    periodically review and approve the outcome of Performance Reports analysis and conduct Strategic Reviews in accordance with the relevant rules set by the General Secretariat; and

3.    submit to the General Secretariat the resolutions and recommendations related to the strategic performance, as well as the Committee’s proposals with respect to updating the plans, in order to refer these to the Executive Council for approval.

Duties of Government Entities

Article (7)

A Government Entity will be responsible for implementing the Dubai Strategic Plan and its sub-plans, and will be deemed the main source of strategic data and information that will guarantee effective decision-making. For these purposes, the Government Entity will have the authority to:

1.    apply the System in the Government Entity under the supervision, and with the support, of the General Secretariat;

2.    submit Performance Reports to the General Secretariat in order to refer them to Committees; and

3.    implement the recommendations and resolutions of the Executive Council and Committees, as well as the performance-enhancing initiatives and policies.

Duties of the General Secretariat

Article (8)

The General Secretariat will:

1.    supervise the System implementation management by all Organisational Levels, and regularly update the System through:

a.    holding discussions with Support Teams formed pursuant to this Resolution on the Strategic Map and its focus points, goals, standards, and initiatives, and offering the advice needed in this respect;

b.    managing the preparation of the Presentation Cards of strategic focus points, goals, standards, and initiatives; and offering advice relating to the same in cooperation with Support Teams;

c.     managing and coordinating the collection of data and information on strategic standards and initiatives, offering advice relating to such standards and initiatives, and ensuring compilation of the same in a report that reflects the actual strategic performance; and

d.    holding discussions relating to the performance data analysis, and making recommendations on the same.

2.    in coordination with concerned entities, participate in developing performance systems for each of the Organisational Level, manage performance assessments of these systems, and submit periodic reports on the same to the Executive Council and Committees;

3.    conduct periodic Strategic Reviews for each Organisational Level;

4.    follow up, in coordination with concerned entities, the recommendations and strategic decisions that are issued based on the Performance Reports and Strategic Reviews;

5.    support Government Entities in developing their capabilities and human resources in the area of strategy implementation management;

6.    support Government Entities in developing their performance management systems to enable them to implement the Dubai Strategic Plan; and

7.    provide all technical and administrative support required to enable Support Teams, which are formed pursuant to this Resolution, to effectively and efficiently perform the role assigned to them.

Formation of Support Teams

Article (9)

1.    Work teams named as the “Dubai Strategic Plan Implementation Support Teams” (the "Support Teams") will be formed in the General Secretariat. The Support Teams will be comprised of a number of specialised employees of Government Entities nominated by a resolution of the Secretary General of the General Secretariat in coordination with the officials in charge of Government Entities.

2.    The General Secretariat may invite any experts or specialists it deems appropriate to join the discussions of Support Teams in order to provide them with the required specialised knowledge.

Duties of Support Teams

Article (10)

Support Teams will be responsible for providing specialised technical advice on System management at various Organisational Levels, and will be responsible for performance management to achieve the following:

1.    to develop the Strategic Map, including Presentation Cards of strategic focus points, goals, standards, and initiatives;

2.    to follow up the implementation of the strategy through participation in the collection and analysis of data and information related to standards and initiatives, and to make the appropriate recommendations in this respect; and

3.    in coordination with the concerned Government Entities, to prepare strategic Performance Reports and follow up the implementation of the recommendations and resolutions issued by the Executive Council and Committees.

Submission of Performance Reports

Article (11)

a.    On the dates specified by the General Secretariat or upon the directives of the Chairman of the Executive Council, the General Secretariat will submit the Performance Reports of each of the Organisational Levels to the Executive Council to make the appropriate recommendations and resolutions in this respect.

b.    The Chairman of the Executive Council will submit Performance Reports to the Ruler at the end of every year or upon the Ruler’s directives.

Commencement and Publication

Article (12)

This Resolution comes into force on the day on which it is issued, and will be published in the Official Gazette.
