We, Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai,

For the purpose of achieving the public interest,

Do hereby issue this Order.

Article (1)

The Department of Buildings and Housing of the Dubai Municipality is hereby assigned the duty of auditing and approving the designs, plans, and technical consultations for fire prevention and fighting systems developed for public and private buildings and facilities by engineering consultancy firms, specialised consultancy houses, and specialised companies licensed to operate in the Emirate of Dubai. The aforementioned department is also assigned the duty of issuing certificates of completion for such buildings and facilities after verifying that the fire prevention and safety requirements are satisfied in accordance with the approved designs, plans, and engineering standards.

Article (2)

For purposes of implementation of Article (1) of this Order, the Directorate General of Civil Defence in the Emirate of Dubai (the “DCD”) is hereby assigned to:

1. provide the Department of Buildings and Housing of the Dubai Municipality with the national and international fire prevention, safety, and fighting standards and specifications approved and adopted by the DCD, within a maximum period of one (1) month from the effective date of this Order; and regularly update the department on any new or amended specifications, standards, or requirements;

2. put, at the disposal of the Department of Buildings and Housing of the Dubai Municipality, all the equipment, devices, and machinery used by the DCD in the inspection of fire prevention and fighting devices and systems as well as the technicians specialised in operating the same; and

3. provide the Dubai Municipality with technical advice on all matters related to fire prevention and fighting.

Article (3)

The Director General of the Dubai Municipality and the Director of the Directorate General of Civil Defence in Dubai must, each within his own powers, take the action required for the implementation of this Order.

Article (4)

This Order comes into force on 1 October 2001, and will be published in the Official Gazette.
