Resolution No. (13) of 1996

Concerning the Lease of Government Land for the

Purpose of Constructing Labour Accommodation in the Emirate of Dubai[1]

We, Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai, Chairman of the Dubai Municipality,

In accordance with the exigencies of public interest,

Do hereby issue this Order.

Article (1)

A holder of the licence of a contracting or maintenance company, or a factory, operating in the Emirate of Dubai is hereby authorised to take lease of government land for the purpose of constructing labour accommodation for his workers, provided that at least twenty-five (25) workers are employed by the company or factory.

Article (2)

The Dubai Municipality will consider the relevant lease applications, and issue the necessary decisions thereon.

Article (3)

Buildings of no more than two storeys, namely a ground floor and a first floor, may be constructed on the land to which this Resolution applies. In constructing the said buildings, the relevant building regulations must be observed.

Article (4)

The rent of the land referred to in Article (1) hereof will be determined as per the attached Schedule.

Article (5)

The rent of a plot which is leased as vacant land before the effective date of this Resolution, and which is still vacant or has been completely or partially developed, will be increased until it reaches the rent prescribed for the same in the attached Schedule. The rent will be increased annually in equal amounts over three (3) years starting from the date of renewal of the lease that is valid by the effective date hereof.

Article (6)

The Director General of the Dubai Municipality will, upon consultation with the Director General of the Real Property Department, issue the instructions required for the implementation of the provisions of this Resolution.

Article (7)

This Resolution comes into force on the first day of the month following the date on which it is issued, and will be published in the Official Gazette.
