Instructions
Concerning Contracts of the
Government of Dubai and its Departments and
Corporations[1]

We,
Maktoum bin Rashid Al Maktoum, Crown Prince and Deputy Ruler of Dubai, do
hereby issue the following Instructions:
When entering into
a contract with any local or foreign entity, the Government of Dubai and its
departments and corporations shall comply with the following:
1.
The contract shall be governed by local laws, and may not stipulate that
any foreign laws shall apply.
2.
The contract may not stipulate compliance with any or all FIDIC
conditions by referring to such conditions or attaching them to the contract,
except for special reasons and subject to Our written approval.
3.
Any provision that contradicts these Instructions shall be deemed void
and non-binding upon the Government of Dubai and its departments and
corporations.
4.
These Instructions shall not apply retroactively with respect to any contracts
executed prior to the effective date thereof.
5.
These Instructions shall come into force on the day on which they are
issued and shall be published in the Official Gazette.
