Instructions
Concerning
Arbitration Clauses in Contracts of the
Government of Dubai and its Departments and
Corporations[1]

We, Maktoum bin Rashid Al Maktoum, Crown Prince and Deputy Ruler of
Dubai, do hereby issue the following Instructions:
1.
No contract to which the Government of Dubai or its departments or
corporations is a party shall stipulate that arbitration be conducted outside
Dubai, or that any dispute in respect of arbitration or any arbitration
proceedings be governed by any laws or rules other than the laws and rules in
force in Dubai. Any provision that contradicts these Instructions shall be deemed
void and non-binding upon the Government of Dubai and its departments and
corporations.
2.
These Instructions shall not apply retrospectively to any contracts executed
prior to the effective date thereof.
3.
These Instructions shall come into force on the day on which they are
issued and shall be published in the Official Gazette.
